Our ORC offers these facts for your consideration and information. The violations
are for Fecal Coliform and Ammonia Nitrogen. Extreme freezing weather was probably a
factor in both violations. Recirculation piping was dislocated as a result of freezing causing
excessive ponding in a narrow space of the sand filter adversely effecting ammonia
treatment and likely allowing more fecal pass-through.
The fecal coliform exceedance was followed up by immediate resampling of the
effluent. The result on January 12, 2018 showed a return to compliant levels. Action was
taken to the extent of realigning the tablet chlorinator so hydraulics through the chlorinator
would improve contact with the tablets, thus producing a more reliable residual chlorine in
the Contact Chamber. Filtrate Recirculation was also restored.
As this is a recirculating sand filter, the finer treatment for ammonia is the
continuous recycling of the filter effluent over the sand bed as evenly as possible.
Recirculation of the Filtrate was restored to more even distribution restoring ammonia
treatment efficiency.
