PROJECT SUMMARY: The applicant proposes to replace the existing Community Square docks, construct additional slips and platforms, provide new structural support to the "Watermen's Museum" building, stabilize the project shoreline with a new bulkhead with a portion further protected by a riprap revetment. The Ocracoke Foundation Inc. Ocracoke Community Square Revitalization Project (Docks) Silver Lake Hyde County Project Setting The 0.62 -acre project site is owned by the Ocracoke Foundation Inc. and is located at 272 Irvin Garrish HWY (NC 12) adjacent Silver Lake off the Pamlico Sound in the village of Ocracoke, Hyde County, North Carolina. The site is known as the Community Square, a retail business center consisting of 5 buildings built around a central asphalt parking area. Individual businesses rent the buildings/retail space. Minor CAMA permit no. 01-16 was issued on 17 March 2016 to the Ocracoke Foundation for replacement of the asphalt pavement with a permeable concrete, repair of the existing septic system and the construction of a marine pump out with associated pump tank. The new drain field for the repaired septic system is to be in the center of the existing asphalt parking area. The repair of this system has been approved by the Hyde County Health Department. The Ocracoke Foundation was unsuccessful in obtaining authorization for the pump tank to support the proposed marine pump out. Construction of the permeable concrete and repair of the septic system has begun. The project site has ±200' of shoreline on Silver Lake of which 130' is hardened with a concrete bulkhead from the southern property line adjacent the Bluff Shoal motel to the existing damaged boat ramp next to the "Willis Dock". Other than a groin consisting of concrete and brick rubble, the shoreline from the old boat ramp to the northern property line adjacent Marion Dilday is an active sandy shoreline with erosion threatening the existing building known as the "Water Plant Office". The surge created by ferry vessels entering Silver Lake shifts the sand along this shoreline. The Community Square has an associated marina consisting of two docks/piers: the "main dock" located on the south side of the riparian area adjacent the Bluff Shoal motel and the "Willis Store dock". The riparian area of this commercially developed property is congested with piers and slips. The "main dock" is 6' wide x 154' long with an existing 12' x 18' platform at the end, 13 fixed slips defined by mooring pilings, 12 on the south side and 1 on the north side. There is space on the north side of the "main dock" available for temporary "side to" mooring. There are 3 existing -finger piers on the south side of the main dock, the longest being 21'. There is a 6' wide x 50' long "Dingy Dock" that extends from the southern property line to an existing 2 story building known as the "William Ellis Williams house". There are two narrow (f3' wide) piers between the two aforementioned docks. The "Willis Dock" is t6' wide x 48' long leading to a nonconforming building over Silver Lake known as the "Willis Store and Fish House "that houses the Watermen's Museum. There is a 30'x32' platform at the end of the "Willis Dock". Water depths in the footprint of the marina range from minus 3' below the normal water level (NWL) next to the bulkhead and deepen gradually reaching 7', 75' offshore the bulkhead, and minus 12 at the end of the two aforementioned docks. Silver Lake is part of a US Army Corps of Engineers (US ACOE) Federal navigation project subject to setbacks. The existing "main dock" crosses The Ocracoke Foundation Inc. Silver Lake is classified as Coastal Waters by the Marine Fisheries Commission and SC by the Environmental Management Commission and is closed to shellfishing. Project Description The Ocracoke Foundation has received grant money from Golden Leaf Foundation, the Ocracoke Occupancy Tax Board, and the Marion Stedman Covington Foundation to assist in covering the cost to replace the two existing docks structures, increase the number of slips from 16 to 18, construct additional platforms for different types of water access, construct a new pile supported support system for the "Willis Store and Fish House" or Watermen's Museum as well as refurbish the aforementioned structure. The proposed support structure for the "Willis Store and Fish House" will raise the structure 23" and will result in the support system being separate from the adjacent dock and platforms. The purpose of this work is to continue the educational activities associated with the Watermen's Museum and to provide a base of operation for working watermen both commercial and charter vessels as well as provide dock space for visiting recreational boaters. A mixed type of boats currently utilizes the site from skiffs providing day trips to Portsmouth Island to +40' sailboats. Limited overnight and liveaboard dockage is allowed at the marina. A new vinyl bulkhead will replace the existing concrete bulkhead and will be constructed to the northern property line eliminating the existing boat ramp and stabilizing the unprotected shoreline in front of the "Water Plant Office" building. Granite or broken concrete is proposed to armor the toe of the proposed bulkhead from the existing concrete rubble groin to the northern property line. The purpose of this riprap is to defuse ferry wash and reduce scour along the bulkhead in this location. The "Willis Dock" will be replaced and widened from f6' wide to 10'wide. Platform no 4 that provides access to the front door of the "Willis Store and Fish House building will be enlarged to 12' x 32'. Platform no. 5 will be replaced in the existing 32' x 30' footprint. Seasonal "side to" mooring occurs at the "Willis dock" for skiffs conducting Portsmouth island tours as well as for one charter fishing vessel. Three utility pedestal are shown on the plans where this aforementioned mooring occurs and are not counted/designated as a slip(s). A new 12' wide x 44' long platform (Platform no. 3) is proposed at the foot of the "Willis Dock" extending along the new bulkhead from the old boat ramp across the front of the "Water Plant Office" building. Platform no. 3 will connect to proposed platform no. 2, an irregular shaped platform totaling 1,273 ft2 that will provide access to 4 proposed 10' x 12' slips (slips no. 15-18) with 4 proposed 3' x 12' finger piers. The proposed platforms no. 2 and 3 will be used to provide a launch and retrieval site for SUP and kayaks. The Ocracoke Foundation Inc. Ocracoke Community Square Revitalization Project (Docks) Silver Lake Hyde County Page Three The "main dock' will be replaced and widen from 6' to 8' and the platform (Platform no. 1) will be replaced in the current footprint 18.5' x 11.5'. A total of 13 perpendicular slips are proposed along the spine of the "main dock" with no new slips within the USACOE setback. The south side of the "main dock" is proposed to have 3-12' wide x 30' long slips accessed by 3-3'x 12' finger piers, two -16' wide x 40' long slips, one -20' wide x 40' long slip, one — 18' wide x 40' long slip and one - 12' wide x 40' long slip to be accessed by 5 — 3' wide x 16' long finger piers. There is a "side to" slip designated at the end of the "main dock" adjacent platform no. 1. The north side of the "main dock" is to have 2-12'wide x 30' long slips accessed by 2-3' x 12' finger piers, and 1-14'wide x30' long slips accessed by2-3' x 14' long finger piers. The "dingy dock" that extends from the southern property line along and -over the existing concrete bulkhead is to be replaced and widened from 6' to 8'. Anticipated Impacts The dock system and platform construction will result in a shading of ±7,649 ft' of Silver Lake bottom. The bulkhead and riprap construction will result in the filling of 532 ft' of Silver Lake bottom. The new slip configuration will increase the fixed structural congestion in the project's riparian area. In some areas, the dock system congestion will limit the size of vessels that are able to reach a slip. The project may result in an increase in vessels using the marina and their associated impacts.
