Although the extension portion of the culvert would be included as new impacts requiring authorization, the portion of the new culvert within the existing culvert footprint would not be considered in the overall stream impact calculations. As you said, however, the permit application and plans would need to note that the existing culvert will be replaced, and shown on project plans. Note, however, that the Corps would anticipate that the replacement culvert would be designed using modern environmental concerns. As such, culvert inverts would typically be buried 1' below existing stream bed, with a 1 foot sill on the main stream flow box. If stream channel size warrants multiple culvert boxes, then the culvert should be designed to maintain low/normal flow in one box, and the additional boxes should be designed as high flow boxes with 2 foot sills, with floodplain benches designed on either end. It is my understanding as long we document this during permitting we should be fine. Will you please reply to this email and let me know if my understanding of correct.
