Packets containing the meeting agenda, preliminary impacts tables, vicinity map, and environmental features maps were distributed to the R-2577ABC Merger Team members electronically and at the start of the meeting. Large- scale, corridor-constraints aerial mapping and representative project photographs were displayed during the R-2577ABC Merger Team Meeting presentation and discussion. Project Description R-2577A, will widen US 158 (Reidsville Road) to a four-lane median divided facility, from existing multi- lanes north of I-40 Business/LTS 421/NC 150 in Forsyth County, to SR 1965 (Belews Creek Road), in Forsyth County. R-2577B, will widen US 158 to a four-lane median divided facility from SR 1965 (Belews Creek Road) in Forsyth County, to north of SR 2034 (Anthony Road), in Guilford County. R-2577C, will widen US 158 to a four-lane median divided facility from north of SR 2034 (Anthony Road) in Guilford County, to the junction of I-73 (US 220) in Guilford County. Right-of-way acquisition and construction for all three sections of R-2577ABC will occur, independently. The total project length is 18.8 miles. Current Project Schedule State Environmental Assessment/FONSI: August 2018 R-2577A Right of Way Acquisition: FY 2020 R-2577A Construction: FY 2022 R-2577B Right of Way Acquisition: FY 2024 R-2577B Construction: FY 2026 R-2577C Right of Way Acquisition: Post Year R-2577C Construction: Post Year Concurrence Point 3 The Interagency Merger Team concurred on CP 3, Least Environmentally Damaging Practicable Alternative (LEDPA). In R-2577A & B, segment 3, the team considered both the southern and transitional widening options, but concurred on the transitional widening option. The Merger Team had agreed at the CP 2A meeting on the southern widening option, since it had almost half of the wetland and stream impacts, compared to the northern widening option. However, the number of relocations associated with the southern widening option was almost twice as much as associated with the northern widening option. Therefore, during the CP 2A meeting, the US EPA representative requested that a transitional widening option be considered as well, to minimize the number of relocations while still minimizing impacts to jurisdictional resources. Between the southern and traditional widening options, the transitional widening option impacts slightly more linear feet of streams, but results in fewer residential relocations and eliminates the need for a church relocation. The Merger Team considered two new location US 158 bypass alternatives for R-2577C. The proposed alignment for Alternative 2 passes around the south side of Stokesdale, while the proposed alignment for Alternative 3 passes around the north side of Stokesdale. The team concurred on Alternative 3 as the LEDPA, since Alternative 3 has fewer impacts to wetlands and streams, than does Alternative 2. Concurrence Point 4A The Interagency Merger Team concurred on Point 4A, Avoidance and Minimization. Avoidance and Minimization measures discussed and concurred upon at the meeting are listed below. Side slopes will be reduced from 6:1 to 2:1 where possible, in arder to further minimize impacts to wetlands and streams. This change results in a reduction of 961inear feet of stream impacts within project limits. Impacts to Edgewood Baptist Church, which is eligible for listing on the National Register of Historic Places (NRHP), will be minimized by shifting the alignment slightly to the south, reducing the median width, tightening the side slopes, and installing a retaining wall in front of the church parking lot. Impacts to the drive-in movie theater near the intersection of US 158 and NC 66, also eligible for NRHP listing, will be minimized by tightening the side slopes. Other Items Discussed The US Army Corps of Engineers requested to be involved in the upcoming historic effects meeting for the Edgewood Baptist Church. The Wildlife Resources Commission proposed, as a standard recommendation, that bridges be built with a rip-rap-free path underneath the bridge for animal crossings. NCDOT did not commit to this recommendation, but will keep this in mind as the project moves into the final design phase. USFWS asked whether on-site mitigation would be considered for instances of culvert removal. NCDOT replied that it would not be possible to meet natural channel design in order to obtain credit, but that the hydraulic engineers would ensure that grade control is maintained subsequent to culvert removal. NCDOT Division 9 staff stated that they recently met with a developer who was considering the drive-in movie theater property for potential development. The pump station just east of Edgewood Baptist Church will be impacted, but may be abandoned by the Winston-Salem Utility Department. The water main (12") at Belews Lake will be moved, during construction.
