REGAN Seoelmy Water Resources LINDA CULPEPPER ENVIRONMENTAL QUALITY Into on Do cow June 15,2018 Laurence Bergman,Town Manager Town of Surf City 214 New River Drive -- PO Box 2475 Surf City,North Carolina 28445 Subject: Speculative Effluent Limits Town of Surf City WWTF Permit No.WQ0000795 Onslow County Cape Fear River Basin Dear Mr.Bergman: We have reviewed your request for Speculative Limits for the Town of Surf City to discharge wastewater from your non-discharge wastewater facility to either Shelter Swamp Creek or Holly Shelter Creek, classified C; Swamp waters, in the Cape Fear River Basin. After careful consideration, we cannot provide speculative limits for a discharge to swamp classified waters. Given the limitations of naturally occurring low dissolved oxygen in swamp waters, and ongoing impairment of the Cape Fear Estuary, the Division is not able to assess potential instream dissolved oxygen level impacts resulting from a discharge containing oxygen consuming waste. Regional modeling of not only the receiving stream, but also the Cape Fear Estuary would need to be performed including nutrient response and several years of intensive background sampling of the receiving waters. Even with a supported model, the Division would not be able to guarantee speculative limits or NPDES permit issuance.Therefore,the Division recommends that the Town explore other options such as: expansion of their land application system,beneficial reuse, connection to a regional system,water conservation measures, and reduction of inflow and infiltration to the collection system.
