So the attached is an addendum to the previously submitted PCN/JD for the Southstone residential
development in Stallings, Union County, NC. In the previous application, two road crossings and three sanitary
sewer line crossings were proposed totaling 218 linear feet of permanent loss to Waters of the U.S. (WofUS).
No changes (same crossing design as previously submitted) to the total loss to WofUS are being
proposed in this addendum; however, this plan has been updated to utilize existing utility line crossings and
minimize the impacts to stream buffers through the installation of a single sewer line crossing (previous
submittal included three sewer line crossings).
Dave, I'm not sure if this is the preferred method of submitting an addendum to the previously submitted
application. Let me know if you would like to have it submitted differently, if you would like me to submit to the
other commenting agencies, or if you plan to distribute. Give me a call/email with any questions here.
Alan, I hopefully updated the application as needed in the buffer sections of the application. We actually
eliminated two crossings, hence dramatically reduced the buffer impacts relative to the initial submittal. Alan,
also let me know if you would like this submitted differently/some other method and I can do it. Also, let me
know if you have any questions or updates that I will need to change.
Most of the current conditions, avoidance and minimization, buffer verification, Threatened and Endangered
Species Surveys, Jurisdictional Determination Request, proposed mitigation (stream impact), Sediment and
Erosion Control approvals, and Stormwater Management information/Plan approvals are in the original
submittal (March 27, 2018). Please refer back to that submittal for details associated with those project
specifics. Other than that, let me know how you would like me to handle submitting this addendum and what
questions/comments/updates you would need to move this along. Thanks and I appreciate your assistance in
guiding me through this atypical process.
