Dear Dr. Chernikov:
Duke Energy Progress, LLC (Duke Energy) submits the following comments on the draft NPDES Permit
currently at public notice. These comments are in addition to all previous comments submitted by Duke
Energy and in addition to the meeting with Division staff on February 21, 2018. Duke Energy further
requests the following:
• The removal of weekly monitoring for BOD,TSS, and fecal coliform at new internal outfall 011
for the domestic package plant. Duke Energy realizes that more frequent monitoring is
appropriate during the first year as this is a new internal outfall, but feels that weekly
monitoring is not warranted.The total flow from the domestic package plant is 12,000 gpd that
comingles with the discharge from the lined retention basin. Duke Energy proposes quarterly
monitoring for the first year,transitioning to annual which is consistent with the Roxboro NPDES
permit.
• The removal of daily temperature monitoring at lined retention basin's internal outfall 002A.
Daily temperature monitoring is required at outfall 002.
• The removal of language in the fact sheet"cooling tower blowdown is usually mixed with ash
sluice water prior to discharge to the ash pond" as no ash sluice water is discharged at outfall
008.
