The Perquimans High School project would create a new athletic complex for the school, including a soccer field, football field, tennis courts, a running track, and two parking lots. The site is located along Business 17 and South Edenton Road Street in the Town of Hertford, NC. Adequate open space has been reserved to provide environmental protections, including presentation of a Natural Heritage Program managed area and its associated streams and wetlands. Three wetlands and Jennies Gut, a tributary of Raccoon Creek in the Pasquotank Basin, occur on the property. The attached PCN form provides information for your use in review of an unavoidable crossing of one wetland. For specific locations, and impacts, please refer to the attached impacts maps. All aquatic resources on the site are separated from CAMA Areas of Environmental Concern by several impassable road crossings. Unavoidable Impacts One wetland will be partially impacted in order to build a road crossing to connect the athletic complex to the main road. The only alternative to this impact is north of this location and would impact the Jennies Gut managed area. The impact will be permanent and consists of .047 acre of wetland loss. Avoidance and Minimization All erosion and sediment controls would be installed prior to ground disturbance. Only one of three wetlands will be impacted for the construction of a road to access the property. The narrowest section of this wetland was chosen for the road crossing in order to minimize environmental impacts. A level spreader will be installed just north of the road that will ensure diffuse flow of stormwater entering the remaining areas of wetland. A Tier 1 search of the NC Natural Heritage Data Explorer found no element occurrences on the property. One record of Atlantic Sturgeon, a federally protected species, was reported downstream of the project. This species was documented as possibly residing in the Pasquotank J Perquimans High School May 29, 2018 Page 2 of 2 River, which Jennies Gut drains to via Raccoon Creek. Wetland (WA) and Jennies Gut are located within a Natural Heritage Program Managed Area. Neither feature will be impacted. Their Natural Heritage Program report is attached.
