• The facility blends, .repackages and distributes bulk chemicals to customers in the water and
wastewater treatment industries. JCI Jones produces filtered bleach and sodium bisulfate from chlorine,
sodium hydroxide, and sulfur• dioxide.

Central Office Review Sununary:
1. Owner's Other Permits:
• NA
2. General Observations:
• Small size facility (6 ac) with approximately 90% impervious cover;
• Site has one SDO that drains to Paw Creek.
3. Impairment:
o Paw Creek not listed on 303(4) list for impairment;
o No TMDLS for Paw Creek currently;
o Paw Creek is a tributary of Lake Wylie of the Catawba River and is part of the Lake Wylie Nutrient
Mgmt. Plan. There is a nutrient TMDL in place for Lake Wylie for chlorophyll -a -as discussed in the
2004 Basinwide Plan for the Catawba basin.
4. Threatened and Endangered:
o The Carolina Heelspl.itter, a federally endangered mussel, was found to occur within two miles of the
facility. The Heelsplitter is sensitive to siltation and a wide range of pollutants.
S. Location:
o Facility is located in an industrialized area approximately five miles northwest of downtown Charlotte.
Stormwater from the site drains to Paw Creek.
6. Industrial Changes Since Previous Pen -nit:
o Since issuance of the previous permit in 2002, there have been no significant changes in industrial
process activities at the facility.
7. Analytical Monitoring Notes:
o Analytical monitoring data was not required by the previous permit;
8. Qualitative Monitoring:
o Visual monitoring performed semi-annually since 2003;
o No abnormal conditions observed;
o See Appendix A for full results.

Revised Permit Recommendations: Analytical Monitoring:
1. Adding parameters...
a. TSS —to monitor for solids/sediment load in stoninvater. Large volume of truck traffic is a potential
source.
b. O&G — truck traffic potential source.
c. Chlorine — one of the facility's main products. Highly toxic to aquatic life.
d. NO3+NOS—N — recommended parameter under MSGP Subsector C2. Also, facility is located in
nutrient -sensitive watershed with nutrient management plan in place.
e. TP — added in conjunction with NO,, -N to monitor for nutrient load. Past monitoring of Lake Wylie has
shown elevated TP concentrations in Paw Creek.
2. pH added — standard addition to permit.
3. All analytical monitoring set to semi-annually.
4. Benchmarks for analytical monitoring and Tiered monitoring system added to this draft permit.
5. Analytical and qualitative monitoring required during representative storm events. Qualitative monitoring
required regardless of representative outfall status.
6. Flow reporting replaced by total rainfall parameter.
7. Vehicle maintenance monitoring revised to semi-annually.

a. ANSWER: About 6 acres.
3. Q: Are there any chemicals stored outdoors?
a. ANSWER: Rail cars containing bulk chemicals are stored outside.
4. Q: How many outfalls do you have?
a. ANSWER: One
5. Q: Is vehicle maintenance performed at the facility?
a. ANSWER: No. No gasoline or oil stored onsite either.
6. Q: What are the chemical loading/unloading procedures?
a. ANSWER: Bulk chemicals are top -unloaded from rail cars and product is top -loaded into trucks (for
distribution) in a diked area to contain spillage.
7. Q: What is the breakdown between rail car and truck transport?
a. ANSWER: All chemicals come in on rail car and all go out in tanker trucks.
8. Q: Are your products mainly for water treatment?
a. ANSWER: All customers are in water and wastewater treatment industries.
