REGAN Secretary LINDA CULPEPPER Interim Director \Neter Messed n PeTiOVACI On May 23, 2018, Jenny Graznak of this office met with Pete Dealing to perform a Compliance Evaluation Inspection of the filter backwash wastewater discharge from the Meadow Ridge water treatment system. The inspection findings are detailed below and an inspection checklist is attached. 1. Permit The current permit became effective March 1, 2017 and will expire on February 28, 2022. A copy of the permit was available for review during the inspection. The new permit includes monitoring requirements for Fluoride and Zinc. However, since the facility does not add either of these chemicals during their treatment process, the monitoring is not required. 2. Self -Monitoring Program The Discharge Monitoring Reports (DMRs) were reviewed for the period February 2017 through February 2018. No monitoring violations were found during that time. Flow, pH, and Total Residual Chlorine are performed by the operator under the Aqua North Carolina field parameter certification. The rest of the parameters (Total Suspended Solids, Turbidity, Total Iron, and Total Manganese) are analyzed by Water Tech Labs, Inc. Mr. Dealing delivers the samples to the laboratory. All sampling appears to have been performed per the frequencies specified in the permit. 3. Facility Site Review The components of the filter backwash system consist of four green sandfilters and liquid dechlorination. Calcium thiosulfate solution is added for dechlorination prior to discharge. The permit requires an estimate of effluent flow twice per month. The system has a totalizing flow meter for the backwash. The operator divides the total gallons on the meter by number of days to get a daily flow. 4. Operations and Maintenance The system is designed to backwash every four days or when 45,000 gallons of well water has been treated, whichever comes first. Records/Reports A review of the facility files found that the operator records are maintained according to the permit requirements. A comparison of September 2017 DMR with the corresponding operator records and laboratory results revealed that the parameters had been correctly transcribed. 6. Effluent/Receiving Waters The system discharges into the headwaters of a tributary of Kings Creek, classified B waters in the Roanoke River Basin. A trickle was observed coming out of the effluent pipe at the time of the inspection, and it appeared to be clear and free of solids. The system was found to be compliant with the NPDES permit.
