Heritage Environmental Services, LLC offers the following comments pertaining to the above captioned
draft permit received on March 31, 2009. Our comments to the draft permit are provided based on
practical operating experiences at our facilities, we are seeking clarifications to the terms in the permit, or
we are offering suggested changes to the draft permit issued by the North Carolina Department of
Environment and Natural Resources.
The attached table contains comments pertaining the draft permit issued by the North Carolina
Department of Environment and Natural Resources. Heritage trusts that you will find our comments
constructive and we are willing to discuss our comments with you to ensure that the permit is protective
of human health and the environment and will result in a permit that is practical to implement and
administrate.
