On May 7, 2018 Randall Kiser reviewed the results for the NPDES samples collected on April 19,
2018 and noticed a discrepancy in the fluoride results for both Outfall 005 and 013. Ruling out
a laboratory error and based on historical information, Mr. Kiser, who also collected the
samples, believes that he inadvertently switched the sample jars for those two outfalls.
Reported results for Outfall 005 was 0.28 mg/L and for Outfall 013 was 2.4 mg/L.
Mr. Kiser verbally reported this information on May 1011 to the Mooresville Regional Office of
the Department, specifically Mr. Wes Bell and voice mail to Mr. Roberto Sheller. Mr. Sheller
followed up with a call on May 111h requesting submittal of historical fluoride data for each
outfall to substantiate this assertion.
Attached is historical fluoride data from both outfalls which Alcoa feels substantiates this belief.
Probably most compelling, are the historical results from Outfall 005. Since 2011, fluoride at
Outfall 005 ranged from 1.7-26 mg/L with an average of 3.8. Since 2015, fluoride at Outfall 013
ranged from 0.10-0.82 mg/L with an average of 0.32. Alcoa reported a similar issue in the cover
letter of our April 2017 DMR and unless provided difference guidance from the Department, we
will do the same with this submittal.
