This language is included in this general permit which covers all regions of the state for mining. We do not see this request for an actual "pumping and operation plan" for the majority of the "hard rock" operations west of the 1-95 corridor. We will however have monitoring requirements if we have non -permitted wetlands directly adjacent to the pit. This normally requires us to install groundwater monitoring wells between the designated wetlands and our pit. These wells can dictate our pumping operation. As far as streams, most of our locations have streams running along the highwall and around the pit. We do have daily flow requirements for our wastewater discharges for sites who discharge into receiving waters classified as HQW/OWR including trout and PNA waters. This requirement limits our discharge to 50% of the receiving stream's 7Q10 flow rate.(if there is 7Q10 flow data for the reach) I do know there actual plans for our operations along the costal section of the state where we discharge millions of gallons of water per day. Most of these sites and plans are associated with wetland areas and nutrient restricted areas. We do however have a "Water Withdrawal & Transfer Registration" requirement through Water Resources. This registration is require for any non-agricultural facility who withdraw +100,000 gallons of water a day. We maintain records recording the amount of water we are "withdrawing" and "discharging" from our operations. These records are provided to the State once a year. I have attached the 2017 submittal for Salem Stone Quarry. In our hard rock applications the geology of the rock does not allow for a great deal of groundwater to migrate through the rock. We only see infiltration of water through seams in the rock. The vast majority of the water we have to deal is generated from stormwater runoff. I hope this helps. I will be glad to discuss further.
