Send all suspicious email as an attachment to Report Spam.<mailto:report.spam@nc.gov> Jackie and Jennifer, Thank you for your Start of Study email, received via email 5/30/2018, for U-5898, improvements to the US 29 at NC 150 Interchange in Guilford County, North Carolina. You requested any information that would be helpful in evaluating potential environmental impacts of the projects, including any permits or approvals which may be required by the Corps. We have reviewed the information you submitted, any information in our permitting database, as well as remotely sensed resources including aerial photography, Guilford County Soil Survey, LiDAR, and USGS topographic maps. In general, based upon a review of the above referenced information, the construction of this project is likely to impact streams and/or wetlands within the work corridor. Please be aware that discharges of dredged or fill material into jurisdictional waters of the United States are subject to our regulatory authority pursuant to Section 404 of the Clean Water Act, and thus would require Department of the Army (DA) permit authorization. The type of DA authorization required (i.e., general or individual permit) will be determined by the location, type, and extent of jurisdictional area impacted by the project, and by the project design and construction limits. If accompanied by appropriate justification of avoidance and minimization , typical interchange improvements/widening projects can be authorized by Nationwide Permits (NWPs) 14 or 23 (if accompanied by a CE), General Permit (GP 31), or an Individual Permit (if proposed impacts are larger than NWP or GP thresholds). The USGS topographic map and LiDAR show that the study area crosses the headwaters (including impoundments) of unnamed tributaries (UTs) to Benaja Creek and Reedy Fork; wetlands adjacent to these features may occur within the study area. Until additional data is furnished which details the extent of the proposed construction limits of the proposed projects, and onsite inspections are completed with regard to determinations of the present of jurisdictional waters on the project properties, we are unable to provide specific comments concerning DA permit requirements or a recommendation of alternatives. To assist you with determining permitting requirements, we recommend that you perform a detailed delineation of the streams and/or wetlands present within the study area. When this information becomes available, it should be forwarded to our office for review and comment, as well as a determination of DA permit eligibility. Hopefully this information is useful.
