They determined the perennial stream origination point as the beginning of the stream. I guess they rated the portion up -gradient of it as ephemeral. We added the intermittent segment during our delineation. It is a "barely' stream. Bryan can confirm this. It has a small head -cut and is approximately 1-2 feet wide. It will score right at 19. The perennial stream begins at the origination point for the wetlands. There is a second head -cut. It is evident that 1 groundwater discharge increases. The stream becomes wider and has strong characteristics including substrate sorting, rocks and decent aquatic habitat. We did not take pictures. The Town of Kernersville likely completed stream forms. If you need to see it in order to issue the 401 WQC, let me know. 3. Please note that the PCN identifies this project as draining to Cane Creek in the Cape Fear River Basin, however I believe it actually drains to E. Belews Creek, a Class C water in the Roanoke River Basin. Please double check that I am correct. 2. You identify a location on site where the intermittent stream transitions to a perennial stream, however the Division has not confirmed this transition point. Please provide DWR stream forms and photos to support this transition point location or please schedule a site visit for me to verify the I/P transition. 3. You state that the impact to the stream is necessary to make the proposed project economically feasible and to create slopes that are safe and maintainable. Please elaborate on this statement with an analysis of the aspects of the development that would be lost if the stream is avoided and/or if the impacts are reduced, as well as an analysis of the impact reduction that could be realized with the use of a retaining wall.
