REGAN Secretary WILLIAM E. TOBY VINSON, JR. Interim Director The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on April 26, 2018. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. As currently designed, the project does not meet the requirement for runoff treatment or runoff volume match. Please revise the plans to utilize a Primary SCM, as defined in 15A NCAC 02H .1002, to meet one of these requirements. 2. Please provide pre- and post -development drainage area maps that delineate the drainage area to the SCM. 3. Please delineate any wetlands or mark on the plans that none exist. 4. Please provide a completed Supplement EZ form. 5. Please revise Item 8 in the Project Information of section of the SWU-101 form and calculate the percent impervious coverage using the total project area rather than the total property area. 6. Please provide a breakdown of BUA as required in Item 10 in the Project Information section of the SWU-101 form. Note that this is the total proposed impervious area, not the total new impervious area. 7. The Storm EZ calculations currently show the entire site draining to the SCM. Please revise the Storm EZ spreadsheets to show only the actual contributing area to the basin. 8. The Storm EZ calculations should only include the total project area, not the pond area. Please revise the Storm EZ spreadsheets to only take into account the existing and proposed open space and impervious surface. 9. Revise the plans to show a maintenance access and easement that extend to the nearest right-of-way. The maintenance access must be at least 10' wide and have side slopes no steeper than 3:1 (horizontal to vertical). The easement must contain the entire maintenance access and SCM. 10. Based on the proposed grading, a portion of the proposed impervious area on the northwestern part of the site will not be conveyed to the SCM and will instead flow directly into the pond without treatment. This runoff must be captured and treated prior to discharge. 11. Please explain how the gravel stockpile area will be used. Note that any water discharged from the hopper, wash pits, or used to irrigate the gravel or any other aggregate is considered a wastewater discharge and cannot be discharged into the proposed SCM. In addition to a state stormwater permit, this facility will most likely require coverage under the NCG140000 general industrial stormwater permit, which covers facilities primarily engaged in ready mix concrete and like activities (SIC 3273). Also note that any runoff from a gravel stockpile cannot be discharged into a bioretention system or sand filter due to the potential for clogging the filter media. 12. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hqps:Hedocs.deg.nc.gov/Fort-ns/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to June 3, 2018, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW5180401 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
