Robbins • Tweetsie Railroad 300 Tweetsie Railroad Lane Blowing Rock, NC 28605 SUBJECT: Compliance Evaluation Inspection Tweetsie Railroad WWTP NPDES Permit No. NC0032131 Watauga County Dear Mr.-Robbins:--- On April 25, 2018, Gary Hudson of this office met with Dale Holman, ORC, Robert Barr, and Darrel Young to perform a Compliance Evaluation Inspection on the Tweetsie Railroad's wastewater treatment system. This type of inspection consists of two basic parts: an in-office file review and an on-site inspection of the treatment facility. The attached EPA inspection form notes the areas that were evaluated for this inspection. The findings and observations are outlined below: I. Permit The new NPDES permit was reissued and expires March 31, 2021. II. Self-Monitoring Program A review of the monthly self-monitoring reports (DMR's) for the period January 2017 through December 2017 showed that the facility had a BOD daily limit violation, and a monthly average violation for BOD, Ammonia, and TSS in September, and a daily BOD and TSS violation, and a monthly average Ammonia violation in October. In addition, there were several monitoring frequency violations. All violations have been addressed by this office. III. Flow Measurement The flow meter was calibrated on October 27,2018. Operations and Maintenance The wastewater treatment plant appeared to be very well maintained and operated. V. Facility Site Review All of the components of the 0.07 MGD facility appeared to be functioning properly. The aeration basin had a light brown color and a good earthy odor. The effluent was very clear with no surface solids or scum noticed. VI. Records/Reports All of the required monitoring was performed per the frequencies specified in the NPDES permit. VII. Effluent/Receiving Waters The effluent from the facility was clear on the day of the inspection. The plant discharges into the Middle Fork of the South Fork New River, Class WS-IV, Trout + waters. We feel that Mr. Holman (ORC), is doing an excellent job in operating and maintaining this treatment facility.
