PROJECT SUNiVi IARY: The project proposed is to reconfigure the existing docks, fingers and pilings, 20 slips, remove the existing boat ramp, add two sections of bulkhead, place 10 boatlifts within slips 1,3,5,7,9,11,13,15,17 and 20 and all existing and new high ground development. The purpose of this project per the applicant is for better use by the condo owners. Field Investigation Report: Sleepy Creek Farms Inc. (Sunset Villas) Page 02 9. Narrative Description The Sunset Villas project is located at 103,105,107,109 and 111 Old Causeway Road on Atlantic Beach and is adjacent to Causeway Canal. This property was previously known as the Sundowner Motel. The property has been subdivided into five separate parcels. The property is .92 acres in its entirety or .184 per parcel and is an average of 5' above NHW. The site currently has two existing duplex/ condos with septic system, three vacant lots with septic, boat ramp, canal, docks with finger piers and pilings, driveways and existing impervious surface which totals 47 % within the AEC. There are 25 slips currently onsite however after the reconfiguration there would only be 20 slips. There is a fringe of coastal marsh along the south side of the property along the east canal. It is located waterward of the existing bulkhead and landward of the existing docks. It consists of Spartina alterniflora. The undeveloped portion of the high ground is comprised mostly of grass, a few cedars, yucca and scrub bushes. The developed portion of the high ground contains two duplex/condos with septic and driveways which still are in the process of completion. The duplexes previously were permitted under minor permit # 10-05 which expired on December 31, 2008. All high ground work has now been submitted for major permit review. The proposed development is a private project. There is a commercial property to the south and a Carolina Power and Light sub station to the north of the project. area. Atlantic Beach's Land Use Plan classifies this property as Residential with all AEC's classified Conservation. This section of Causeway Canal is not designated as Primary Nursery Area and is closed to the taking of shellfish. Causeway canal within this area carries a water classification of SA/HQW. Riparian corridors have historically been drawn as property line extension within this area. Substrate is mostly sand and silt. No SAV's or shellfish beds were observed within the proposal project area. 10. Project Description: The current proposal is for the removal and reconfiguration of the existing docks, removal of the existing boat ramp, the addition of sections of bulkhead, reduction of the number of slips from 25 to 20 and the development of all existing and new high ground work. The applicants are proposing the reconfiguration of the docks and all associated pilings and fingers. There are 25 existing slips currently which would be reduced to 20 once the reconfiguration has been completed. Dock "A" would be 6' x 300' and run parallel with the canal. There would be eight 3' x 25' finger piers which would extend waterward from dock "A". They would house slips 1-16. Dock "B" would extend west from dock "A" for a total of 26' and then would turn south for a total of 60'. There would be two 3' x 28' finger piers which would house slips 17 - 20. There would be eight 12' x 13' boatlifts installed within slips 1, 3, 5,7,9,11,13 and 15. The remaining two boatlifts would be installed within slips 17 and 20 and would be 16'x 13'. A total of nine pilings would be installed within various locations of the slip areas. The typical boat would be less than 30' average and open runabout. All development would remain inside the slip areas and would not extend farther than 25' waterward of the nhw for slips 1-16 and no more than 65' from the existing bulkhead for slips 17-20. The width of the canal is an average of 150'. The applicants are proposing to remove the existing boat ramp so this area can be converted into a boat slip. A total of 50.cubic yards of sand and concrete would be removed below nhw. The concrete would Field Investigation Report Sleepy Creek Farms Inc. (Sunset Villas) Page 03 be trucked to an approved site and the sand would be disposed of on lot 6. The dimensions of the disposal area would be 10' x 60' and located a minimum of 30' above the nhw. This material would be used for the new duplex/condo unit permitted tinder minor permit # 10-05. The. new bulkhead sections would be vinyl with a total length of 37 linear feet with a F width. The bulkhead sections would be located at or above the nhw contour. The first 16' section of bulkhead would be located at the old boat ramp area. This would be used to stabilize this area once the boat ramp has been removed. A total of 35 cubic yards of fill material would be used for the backfill of this area to bring to existing grade. These dimensions would be 16'x 20'x 3' in height. The next 21' section of bulkhead would be located at the south end of the docks and property. It would be installed to tie into the neighboring existing bulkhead. There would not be any fill placed below nhw within either section of bulkhead. The applicants are not proposing any excavation within the slip areas due to sufficient water depths. The average existing depth within the slip areas are -4.0' nlw. The upland development was previously permitted under minor permit # 10-05. This permit expired on December 31, 2008. There are two existing duplexes which at this time have not been completed and three duplexes proposed. There would be 10 residential units with 10 units per acre. The duplexes would be of two story design with dimensions of 50' wide and 55' long. The percent of impervious within the AEC is 47 % which was reduced from the existing impervious (Old Sundowner Motel) of 67 %. The entire tract to be covered by impervious would be 39.6%. A total of 28,084 square feet would be graded, filled or disturbed during the upland development. 11. Anticipated Impacts: The proposed docks and fingers would shade 6,318 ft2 and incorporate 9,900 ft2 of open water within the canal area. Dock B would shade and incorporate 40 ft2 of coastal wetlands. A total of 28,084 ft2 of high ground would be graded, filled and disturbed. The setting of pilings would cause an increase in temporary turbidity. (SUNSET VILLAS), OLD CAUSEWAY ROAD, ATLANTIC BEACH The following are my comments and recommendations regarding the aforementioned proposal. The proposal is for the demolition of existing docks and associated fingers/ pilings, reduction in slips from 25 to 20, new bulkhead placement, (10) 12' x16' boatlifts, the removal of an existing boatramp for the use of the condo owners and all high ground work for existing and propsed units. There would be a total of 20 slips numbered 1-20. Slips 1,3,5,7,9,11,13,15,17 and 20 would have the ten boatlifts installed. A total of 9 tie pilings would be located within the new slips areas. The applicants propose to install a 16' section of bulkhead to enclose the existing boatramp at the north end of the slip areas and a 21' section at the south end of the slip area. The bulkhead would be vinyl and total 37'. The new sections would tie into the existing bulkhead. A total of 35 cubic yards of backfill material would be used to fill landward of the new section which would enclose the boatramp area. The average existing depth is currently - 1.4' nlw in the slip areas. All work would remain inside of the slip areas and would not extend farther than 25' waterward of the nhw for slips 1-16 and no more than 65' waterward from the existing bulkhead. All high ground work was previously permitted through Minor Permit number 10-05. However, this permit expired on 12/31/08. There are two existing duplexes that have not been completed and three new duplexes proposed. The dimensions are 50' x 55' and of two story design.
