Project summary The applicants propose to build a public boat ramp with .1 1 parking area and boat wash down on the Cape Fear River at Castle Street. Docks and bulkhead walls will also be constructed. V' Yy } PROJECT DE-84nIPTION: The proposed project site is located at the west end of Castle Street as it touches the Cape Fear River. At the present time there is a mound of rubble which has been dumped in the project site. There is a recently built bulkhead existing on the property to the north and an older existing bulkhead beginning on the property to the south and extending onto the project site. The parcel of land for the project measures approximately 10V wide x 430' long. There are remenants of earlier docks along the shoreline of the property. There is also a patch of smooth cordgrass marsh (Spartina alterniflora) which contains approximately 275 s.f. of vegetation. It is somewhat sparsely ..,populated and measures approximately 15' wide x 25' long. An existing storm drain is in place on the property. This drain brings water from the Castle Street/Surry Street area down-to the river. There are two pairs of catch basins on the property. One pair is just adjacent to the river the othe is about halfway down the incline from Castle Street. The, street is paved. The applicants propose to construct a boat ramp along the shore- line of the river and to provide for parking on the property. The boat ramp will be approximately 40' wide and 70' long. z' Approximately 55' of this length will be waterward of the mean high water (MHW) contour. Of that 55' approximately 25' will be waterward of the mean low water (MLW) contour. Approximately 50' of the total 70' ramp will be a concrete slab and the other 20' will be concrete planks. Two fixed docks approximately r,< 4' x 40' will be constructed to either side of the ramp. A down ramp will connect these fixed docks to two floating docks (4' x 25`). The floating dock on the south side of the ramp will have a 4' x 22' extension which will parallel the shoreline. A feature of the parking lot will be a boat wash down area. It will be located along the southern property line just north of the exit lane. Plans now show that new stormwater inlets will be provided at the wash down area and also just landward of the ramp. Other amenities for the ramp will be a shelter with observation deck, benches and area lights. In order to stabilize the shoreline and the sides of the ramp bulkhead extensions or new bulkheads are proposed. On the northern side of the property approximately 42 linear feet of timber bulkhead is proposed. This structure would be aligned at or .above the mean high water contour. At its southern end it turns landward for a distance of approximately 50 linear feet and parallels the northern edge of the ramp. At the southern edge of the ramp approximately 50 linear feet of bulkhead would be constructed beginning at the northern end of the existing bulkhead (see Sheet 2 of 4). No actual excavation is required to construct the ramp. Only a regrading of existing contours will be necessary. 0 City of Wilmi Page 3 10. ANTICIPATED IMPACTS: If the project is completed as proposed approximately 275 s.f. of smooth cordgrass marsh will be consumed. This loss is offset by the public benefit gained from the public access area. In order to better control the runoff of stormwater from the property and to guard against the possible discharge of petroleum products from the wash down area, sediment traps and oil/grease filtering catch basin(s) should be utilized.
