Only clean material free of waste metal products, organic materials, and unsightly debris will be used. (3) The fill, the riprap material, will be properly maintained. (4) Prior to the placement of any riprap from stations 53+00 through 57+00 and 143+00 through 146+00, the waterward limit of the riprap will be staked by a representative of the Division of Coastal Management. NOTE: A pre-construction meeting is recommended between appropriate Texasgulf employees, subcontractors and state agency representatives so that any questions concerning the project can be discussed. (See attached sheet for Additional Conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. All work must cease when the permit expires on December 31, 1988 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. V '"-. ?. . 2 WATER Q ALITY SECTION DIVISION OF ENVIRONMENTAL MAN ENT NOTICE OF FILING OF APPLICATION FOR CAMA MAJOR DEVELOPMENT PERMIT AND WATER QUALITY CERTIFICATION Pursuant to il.C.G.S. 113A-119(b) and 143-215 3 (a) (1) (c) , the Department of Natural Resources and Cco munity Development hereby gives Public Notice that Texasgulf Chemicals Company of Beaufort County filed an application on 11 June 1985 for a permit from the Division of Coastal Management to develop in an Area of Environmental Concern and for Certification. from the Division of Environmental Management that a discharge of fill material in project wetlands will not violate applicable Water Quality Standards. According to said application, Texasgulf proposes to place riprap along 4900 feet of shoreline of clay pond #1 to provide shoreline protection from erosion. The plant site is located near Aurora in Beaufort County. A copy of the entire application and additional information may be examined (or copies furnished, upon payment of reproduction costs) during normal business hours at the Division of Coastal Management, 1502 N. Market Street, Washington, N.C. , and/or the Division of Environmental Management, 1502 N. Market Street, Washington, N.C. The Division of Environmental Management proposes to take final action on this Water Quality Certification on or after 8 September 1985 The issuance of the CAMA Major Development Permit and the Section 401 Certification may deviate from this projected date depending upon the nature of the comments submitted and subsequent hearings that may result. (D) Total area disturbed: + 36,000 sq.ft. 8. Project summary The applicant is proposing to lace ripra along 4900 feet of shoreline of clay pond #1 to provide shoreline protection from erosion. As a result of Texasgulf Chemicals Company's phosphate operations in Beaufort County, a series of clay ponds has been constructed. The first of these ponds, number 1, was constructed in the mid 1960's at the confluence of South Creek and Bond Creek. Due to continuing erosion problems at the toe of the dike adjacent the creeks, a stabiliza- tion project was initiated in 1979. At that time and since then, permits have been issued to the company to place riprap along + 3225' of dike to retard the ongoing erosion. Also a permit was issued to fill a large dredge hole adjacent to the dike in South Creek again to help retard erosion. Along the. sections of dike which have not been riprapped various configurations of shoreline occur along with various types of vegetation. From stations 53+00 through 57+00, and stations 142+00 through 146+00, the erosion scarp is at the toe of the dike, Thee areas are vegetated by a-strip of Phragni.tes, willows and myrtles. Ent nmental setting As a result of Texasgulf Chemicals Company's phosphate operations in Beaufort County, a series of clay ponds has been constructed. The first of these ponds, number 1, was constructed in the mid 1960's at the confluence of South Creek and Bond Creek. Due to continuing erosion problems at the toe of the dike adjacent the creeks, a stabiliza- tion project was initiated in 1979. At that time and since then, permits have been issued to the company to place riprap along + 3225' of dike to retard the ongoing erosion. Also,a permit was issued to fill a large dredge hole adjacent to the dike in South Creek again to help retard erosion. Along the sections of dike which have not been riprapped various configurations of shoreline occur along with various types of vegetation.
