As part of the project, fill was to be placed within a wetland area (Site 2) to establish a shoulder section. The contractor is attempting to complete the work, but, due to the existing water levels, the material gets saturated and then sloughs off. The first attachment shows the area where the toe protection is needed on the Permit Drawing. The second attachment is a photo of the situation. The third attachment is a detail of the Toe Protection. The Toe protection will be installed at the same location of the design toe of slope, so, there will be no change in the project impacts. Also, the Toe Protection is proposed from Sta 17+50 to 19+23 Left (173 ft). This proposal is much like that in which we discussed the other week for B-4479 (the four bridges along SR 1700 in Columbus County).
