Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject document. Comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667e), North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; 1 NCAC 25) and North Carolina General Statutes (G.S. 113-131 et seq.). The Sanford-Lee County Regional Airport Autharity proposes to develop an area north of the existing terminal of the Raleigh Executive Jetport. Construction would include hangars, aircraft aprons, a taxiway connector, a taYilane and associated stormwater improvements. The Jetport is located approximately seven miles northeast of Sanford. Aerial maps and images indicate a tributary to Wombles Creek flows directly north of the proposed development. There aze records for the following rare aquatic species downstream of the project site in the Cape Fear River: the federal species of concern and state-endangered, yellow lampmussel (Lampsilis cariosa); the federal species of concern and state-threatened, Roanoke slabshell (Elliptio roanokensis); the federal species of concern and state-Watch List, Atlantic spike (Elliptio producta); and the state- tYu�eatened, eastern lampmussel (Lampsilis radiata). In addition, there are three Natural Heritage Natural Areas located downstream of the site — Cape Fear River/McKay Island Floodplain, Cape Fear RiverBuckhorn Levees and CPF/Upper Cape Fear River Aquatic Habitat. The NCWRC offers the following recommendations to minimize impacts to sensitive aquatic and terrestrial wildlife resources: 1. Maintain a minimum 100-foot undisturbed, native, forested buffer along perennial streams, and a minimum 50-foot buffer along intermittent streams and wetlands. Maintaining undisturbed, forested buffers along these areas will minimize impacts to aquatic and terrestrial wildlife resources. Wide riparian buffers are helpful in maintaining stream bank stability. In addition, these buffers provide a travel corridor for wildlife species. The project footprint should have u�pdated surveys for wetlands and streams to ensure there are no impacts to surface waters. In addition to providing wildlife habitat, wetland areas and streams aid in flood control and water quality protection. United States Army Corps of Engineers Section 404 Permits and NC Division of Water Resources Section 401 Certifications are required for any impacts to jurisdictional streams or wetlands. 3. Stormwater runoff to receiving surface waters can be minimized by reducing impervious surfaces and increasing infiltration on site using Low Impact Development (LID) techniques. LID techniques appropriate for this project may include permeable pavement and bioretention areas that can collect stormwater from parking areas. Additional alternatives include narrower roads, swales versus curbs/gutters and permeable surfaces such as turf stone, brick and cobblestone. 4. The use of non-invasive, native species is recommended. Using native species instead of ornamentals should reduce the need for water, fertilizers and pesticides. 5. If pesticides or chemicals will be used for site maintenance, stormwater runoff from the site should be funneled to bio-retention areas prior to discharge to streams or wetlands. Pesticides, fertilizers and other chemicals should not be used near streams. 6. Sediment and erosion control measures should be installed prior to any land-disturbing activity. The use of biodegradable and wildlife-friendly sediment and erosion control devices is strongly recommended. Silt fencing, fiber rolls andlor other products should have loose- weave netting that is made of natural fiber materials with movable joints between the vertical and horizontal twines. Silt fencing that has been reinforced with plastic or metal mesh should be avoided as it impedes the movement of terrestrial wildlife species. Excessive silt and sediment loads can have detrimental effects on aquatic resources including destruction of spawning habitat, suffocation of eggs and clogging of gills. The NCWRC encourages the applicant to consider additional measures to protect aquatic and terrestrial wildlife species in developing landscapes. The Division of Waste Management, Solid Waste Section (Section) has reviewed the final environmental impact statement submitted behalf of the Sanford-Lee County Regional Airport Authority for the proposed project at the Raleigh Executive Jetport in Lee County, NC. Based on the information provided in this document, the Section does not see an adverse impact on the surrounding community and likewise knows of no situations in the community, which would affect this project. It is recommended that during any land clearing, demolition and construction for this project, the Sanford-Lee County Regional Airport Authority andlor its contractors should make every feasible effort to minimize the generation of waste, to recycle materials for which viable markets exist, and to use recycled products and materials in the development of this project where suitable. Any waste generated by this project that cannot be beneficially reused or recycled must be disposed of at a solid waste management facility permitted by the Division. The Section strongly recommends that the Sanford-Lee County Airport Authority require all contractors to provide proof of proper disposal for all generated waste to permitted facilities.
