link Could you please forward the request to me via email? If necessary, you may need to break it up in several
separate emails. If the boundary hasn't changed since the 2009 delineation or only slightly, I will not be making a

Mr. Smail:
Reference is made to your letter of February 23, 2018, regarding the Raleigh Executive Jetport (TTA) project,
located immediately east of the Rod Sullivan Road, Ammons Farm Road, in Lee Counry, North Carolina. The letter
requested all relevant scoping information regarding a proposed northern expansion of the airport facility which
includes the proposed construction of hangars, aircraft aprons, a taxiway connector, a taxilane and associated
stormwater improvements. A delineation of this site was verifed by the Corps of Engineers on June 10, 2009. The
verification expired on June 10, 2014. Your submitted map indicate the same waters as the verifed 2009 map. We
recommend that you have a qualified environmental consultant familiar with stream and wetland delineations review
the previously verified stream and wetland boundaries on site. Should you find additional jurisdictional waters
located on the site that were not identified on the previous jurisdictional determination, we recommend that you
provide us with a new jurisdictional determination request, with the updated supporting information (maps, routine
wetland determination data sheets, etc). At this time, we do not plan to conduct a site inspection, unless you identify
additional jurisdictional waters and submit an updated/new jurisdictional determination request. If the boundaries
are the same as those previously verified, we recommend that you document those conditions as well, and provide it
to us with a permit application/Pre-construction notification (PCN), should your project require the placement of
dredged or fill material into any jurisdictional waters.
However, until additional data is furnished which details the extent of the construction limits of the proposed
project, we are unable to verify that the project will not have jurisdictional impacts. We have reviewed the subject
documents and determined that, based upon a review of the information provided and available maps, the
construction of this project may impact streams and/or wetlands within the project area. Please be aware that
impacts associated with the discharge of fill into jurisdictional waters of the United States are subject to our
regulatory autharity pursuant to Section 404 of the Clean Water Act. Any discharge of excavated or fill material into
waters of the United States and/or any adjacent wetlands would require Department of the Army (DA) permit
authorization. The type of DA authorization required (i.e., general or individual permit) will be determined by the
location, type, and extent of jurisdictional areas impacted by the project, and by the project design and construction
limits. When this information becomes available, it should be forwarded to our office for review and comment, as
well as a determination of DA permit eligibility. Any alternatives that avoid impacts to the streams and wetlands
located on site are preferred. Should you have any further questions related to DA permits for this project, please
