The Division of Water Resources (DWR or the Division) has reviewed your request to renew the subject
NPDES Permit. Since your last renewal however, DWR has issued General Permit NCG590000 (NCG59)
specifically to accommodate WTP greensand-type and conventional -type potable water -treatment
systems, intending thereby to expedite future permit monitoring and renewal.
Your application and reported data to date suggest that the subject WTP qualifies for coverage under
General Permit NCG59. Under this permit's Certificate of Coverage (COC), your permit fee would
reduce from $860 to $100 annually, and COC monitoring would generally be less stringent and specific to
your processes.
Please review the attached details of General Permit NCG59, and decide whether you prefer to rescind or
renew NC0073679. Under the COC, the subject facility would comply with pages 5 and 6 of 26, Section
B. (3.) Conventional WTP Effluent Limitations and Monitoring Requirements — Discharging to
Freshwater.
To rescind your individual permit and switch to NCG59 Certificate of Coverage, AQUA must make
written request to DWR. Like your current permit, NCG59 expires every five years. However, DWR
renews it automatically without needing your input. To renew, you simply submit a short -form and fee
and DWR sends you a renewed COC.
To request the Division to proceed with switching from individual to general permit coverage, AQUA
should respond in writing with something like:
AQUA of North Carolina, Inc. (AQUA) has reviewed the Division of Water Resources'
General Permit NCG5900000 for greensand-type and conventional -type water
treatment plants, and AQUA hereby requests that treated discharge from Oak Hollow
WTP be covered under this general permit. AQUA understands that upon issuing the
General Permit Certificate of Coverage, the Division will rescind individual NPDES
Permit NC0073679.
Please note that your written request must be signed by an authorized AQUA official, in accord
with 15A NCAC 02H .0106(e).
