(2) To prevent interfOrence with the nesting activity of sea turtles, no beach nourishment will take place between May 1 and October 31 of any year without prior approval of the U. S. Fish and Wildlife Service and the Corps of Engineers through the Division of Coastal Management. (3) Prior to the placement of excavated material for beach nourishment, deterio- rated sand bag fabric remnants and, other debris will be removed from the beach. (4) No vegetated wetlands will be excavated or filled. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. The applicant now proposes to place approximately 162,500 cubic yards of sand onto 2325 linear feet of beach located on the south end of Figure 8 Island. Previously, the applicant proposed to place 75 , 000 cubic yards of sand along the same beach alignment. The additional fill is proposed to be dredged from Mason Inlet to a depth of -12 feet MSL. This office has no objection to the request for modification. A 401 certification will be required for the project. It is recommended that these comments be attached to the original comments from this office dated 7 November, 1985. Conditions for the certification should be that turbidity in the receiving waters shall not exceed 25 NTU due to the project activity. As you are aware we have received the attached information requesting a change or an addition to the dredge area (borrow area) for the subject permit request. Plans included with the request include a new borrow area which is dimensioned at 500' wide x 840' long at one end which narrows to 450' wide x 920' long at the other. The borrow.area is aligned in the lens of Mason Inlet and extends somewhat bearing of Shell Island portion.of Wrightsville Beach. The material will be pumped to the same beach area as the original-project. The fabric bags now in place will still be incorporated as part of the nourishment area. Approximately 250,000 cubic yards of material will-be excavated and with a retention of approximately 65 percent approximately 162,500 cubic yards remain on the beach. Division of Coastal Management 7225 Wrightsville Avenue Wilmington, NC 28403 .Dear Mr. Stroud: Reference is made to the attached copy of a CAMA permit application to place beach-nourishment fill on the south end of Figure 8 Island. It will be noted that the application was filed by Mr. Hal M. McNeely on October 7,,1985. Since that -date, owners of property at the south end of F,jgure 8- Island, for whom Mr. McNeely filed the referenced application, employed Moffatt and Nichol, Engineers to assess the progressively deteriorating conditions related to shore erosion and associated threat td property at that location. We were also requested by our clients'to submit, consonant with our assessment, modifications to the referenced application as `required to meet existing conditions. The upshot of the assessment was that, with respect to the information provided on the attached CAMA application form and accompanying drawings, the quantity of sediment to be placed on the beachfront should be increased. Additionally the proposed borrow area should be slightly relocated closer to Mason Inlet in the interest of obtaining courser sediments, improving navigation conditions near the inlet, and enhancing estuarial tidal flushing. In effect the borrow area proposed here constitutes a portion of the Mason Inlet flood tide delta - a zone which is highly stressed in terms of biological activity. Hence, the taking of sediment therefrom should not, in our opinion, result in significant adverse impact on the estuary's ecological system. Further it is desired that the fill be placed during the early winter season and thereby avoid interference with the possible nesting of sea turtles during the spring to fall period. In that connection we additionally propose to place sand, to a cover layer thickness of 10 feet, over the face of the fabric/sand wall which presently extends along the vertical escarpment fronting on the threatened properties. Thus if the overall fill survives the ensuing winter storm period, there would be adequate sand depth over the existing fabric/sand wall to allow for sea turtle nesting in that area in the event that this should take place. The proposed modified net beach fill volume would amount to approximately 162,500 cubic yards along 2325 lineal feet of project shoreline, placed to configuration and dimensions shown on Figure 1. 2. The modified position and dimensions of the proposed borrow area are displayed on Figure 2, with a typical excavation x-section shown on Figure 3. 3. The volume of excavated material would amount to 250,000 cubic yards of fine to medium size sand and with an "estimated retention factor of 65 percent would yield a net fill volume of 162;500 cubic yards. Project summary The applicants propose to carryout maintenance excavation in the existin channel and to beach nourish over the existing tubes located at the south end. . Hal M. PROJECT DESCRIPTION: This project area involves the south end of Figure Eight Island in the immediate vicinity of the recently permitted project allowing sand bags against the erosion escarpment along the beach. There is also an existing channel on the backside of Figure Eight Island which was excavated in the past to provide fill material to buildup the island prior to CAMA. The face of the beach has continued to erode at an accelerated rate and some of the sand bags have failed resulting in a loss of sand. The applicants are proposing to excavate a new section of the channel and pump the material to the beach. The dimensions of the channel excavation are approximately 1,300' long x 2,100' wide x -6' mean low water (MLW). The disposal area is approxi- mately 2,325' long x 200' wide and will average 4'-5' deep. The project aas been extended to the northeast approximately 400' along the beach to include approximately four additional lots. It has been shortened on the southeast end by approximately the same amount. The applicants are proposing to leave the existing tubes in place. The materials will be pumped to the beach in three rows and will then be graded to provide escarpment protection. Approximately 75,000 cubic yards of material will be excavated for the project. 10. ANTICIPATED IMPACTS: If the project is completed as proposed and timed to avoid periods of resource use of the beach and estuary no significant long-term adverse impacts are anticipated.
