In order to protect juvenile finfish, no excavation or filling will be permitted between the dates of April 1 through September 30 of any year without the prior approval of the North Carolina Division of Coastal Management. b. All excavated, unsuitable materials will be transported to and retained in an upland area. c. Preproject elevation contours will be restored. d. The alignment will be excavated before the Lipg is in?t?11PC1 - 0 # - 80 Narrative description The City of Jacksonville proposes to upgrade its sewer services throughout a large portion of the city west of Hwy.17 and south of Gum Road. The location of the project is on the downstream side of the Henderson Dr. Bridge as it crosses Mill Creek, a small tributary of the New River in Onsiow County. The applicant proposes to install a 30" submerged sewer pipe 40' across the bottom of Mill Creek. In order to accomplish this task, a 5' wide alignment will be temporarily bulkheaded on each side. Then this-area wil•1 be excavated or demucked.before the pipeline is installed. The alignment will be.backfilled with some 25 cu.yds. of imported stone and concrete to properly anchor the pipe. The new seiner system is designed to utilize a gravity feed system over the distribution area. The pro- ject pipeline will need to be excavated some 8' below Mill Creek in or- der to properly intercept the existing District pumping station already at the Henderson Street location. About 40 cu.yds. of sand and mud will be trucked off the site and properly disposed of. At this project site, the inland waters of Mill Creek are only 40-50' wide and about 4' deep NWL. No coastal wetlands or wooded swamps are directly involved with the proposed crossing. Although Mill Creek at this point is navigable, no traditional -;oat traffic eas observed dur- ing the site visits. Jacksonville's overall plans for development include extending the new 30" sewer pipeline across Henderson Drive and above the bridge. The pipeline will then parallel Mill Creek as it approaches Gum Road. 10. Anticipated impacts The overall scope of the Mill Creek pipeline crossing is rather small (40' x 5' by 8') in comparison to other subaqueous utility line cross- ings. However, buikheading and exavating across the entire width of the creek may interupt the movement of finfish. This can be avoided by conducting the operation during the colder winter months of the year. The applicant has demonstrated a willingness to employ adequate measures to control sedimentation both in the creek and on the high ground immediately adjacent to the project alignment. If the project is conducted properly, it should not significantly impact estuarine resources. CAMA Review The. LUP for the City of Jacksonville was consulted in the review of this project. Although Mill Creek is classified as "conservation" under that plan, it does not preclude the proposed development. The location of the project is on the downstream side of the Henderson Dr. Bridge as it crosses Mill Creek, a small tributary of the New River in Onslow County. The applicant proposes to install a 30" submerged sewer pipe 40' across the bottom of Mill Creek. In order to accomplish this task, a 5' wide alignment will be temporarily bulkheaded on each side. Then this area wil•1 be excavated or demucked before the pipeline is installed. The alignment will be backfilled with some 25 cu.yds. of imported stone and. concrete to properly anchor the pipe.. The new sewer system is designed to utilize a gravity feed system over the distribution area. The pro- ject pipeline will need to be excavated some 8' below Mill Creek in or- der to properly intercept the existing District pumping station already at the Henderson Street location. About 40 cu..yds. of sand and mud will be trucked off the site and properly disposed of. At this project site, the inland waters of Mill Creek are only 40-50' wide and about 4' deep NWL. No coastal wetlands or wooded swamps are directly involved with the proposed crossing. Although Mill Creek at this point is navigable, no traditional k,.Pat traffic eas observed dur- ing the site visits. Jacksonville's overall plans for development include extending the new 30" sewer pipeline across Henderson Drive and above the bridge. The pipeline will then parallel Mill Creek as it approaches Gum Road. 10. Anticipaited impacts The overall scope of the Mill Creek pipeline crossing is rather small (40' x 5' by 8') in comparison to other subaqueous utility line cross- ings. However, bulkheading and exavating across the entire width of the creek may interupt the movement of finfish. This can be avoided by conducting the operation during the colder winter months of the year. The applicant has demonstrated a willingness to employ adequate measures to control sedimentation both in the creek and on the high ground immediately adjacent to the project alignment. If the project is conducted properly, it should not significantly impact estuarine resources. . CAMA Review The LUP for.the City of Jacksonville was consulted in the review of this project. Although Mill Creek is classified as "conservation" under that plan, it does not preclude the proposed development. A review of your application received August 30, 1985, for a Department of the Army permit to place fill material in the waters and wetlands of Mill Creek associated with installation of a sewer interceptor, Jacksonville, Onslow County, North Carolina, indicates it to be a candidate for Federal authorization under this general permit. Accordingly, the administrative processing of your application will be accomplished by the North Carolina Division of Coastal Management. Comments from Federal review agencies will be furnished to the State.
