The road must be widened at an existing culverted crossing due to the proposed traffic increase and necessary lane improvements for the development. The proposed project also incurs a small buffer impact. This project was previously authorized by DWR under the above permit WQC number. However, the applicant was unable to begin the project before the Section 404 permit expired, and by default, the WQC expired. No changes have occurred to the site plan. The culvert under Raleigh Beach Road has to be extended to widen the road. The sewer line must also be extended to provide service.
