ESI is submitting the enclosed PCN on behalf of the applicant for a small stream impact
associated with the widening of Raleigh Beach Road and for a sewer outfall expansion. The
road must be widened at an existing culverted crossing due to the proposed traffic increase and
necessary lane improvements for the development. The proposed project also incurs a small
buffer impact. This project was previously authorized by DWR under the above permit WQC
number. However, the applicant was unable to begin the project before the Section 404 permit
expired, and by default, the WQC expired. No changes have occurred to the site plan.
Enclosed please find one copy of the application and the $240 application fee.

5. This approval is for the purpose and design described in your application. The plans and
specifications for this project are incorporated by reference as part of the Certification and
Buffer Authorization. If you change your project, you must notify the Division and you may
be required to submit a new application package with the appropriate fee. If the property is
sold, the new owner must be given a copy of this approval letter and General Certification
