The Freeman Property subdivision project would be a residential development consisting of single family homes. The site is located at 6018 NC 96 Hwy in Franklin county. Adequate room for stormwater BMPs and open space has been reserved to provide environmental protections and a high quality of life for residents. The project will help to meet the high demand for residences in the Triangle area of North Carolina. The attached PCN form provides information for your use in review of unavoidable impacts to jurisdictional resources associated with the site. Through the on-site delineation process, one wetland and one pond were found. The pond would be preserved in open space, but the wetland would be impacted by the project. A second pond, excavated in uplands, also occurs on the property, but was determined to be non jurisdictional. The USACE, during its September 1, 2017 site visit confirmed this. Land clearing will take place along with installation of erosion control devices. Construction will be accomplished using typical equipment including excavators, backhoes, pans, dump trucks, and other equipment as required. Erosion and Sediment controls will be installed during initial site preparation, prior to any grading. Franklin County will be responsible for review and approval of stormwater management plans. Avoidance and Minimization Avoidance of the wetland on-site was the focus of several alternatives considered. Initially the project began with a plan for larger lots with less lot yield, but due to high development costs associated with required offsite road improvements, sanitary sewer main extensions, and onsite earthwork, lot sizes had to decrease in order to increase the lot yield. In doing so, 20% of the property was set aside as open space, preserving the existing pond and creating buffers adjacent to the other residential developments. However, two lots (Lots 173 and 174) fell on the existing wetland, which is proposed to be impacted. Freeman Property Subdivision Page 2 of 2 May 22, 2018 The wetland is a small (0.037 acre) area at the edge of a recently abandoned agricultural field and not contiguous with adjacent or downslope jurisdictional features. Stormwater runoff is believed to be its sustaining hydrologic influence. Preserving its watershed would require eliminating six to eight lots, compromising the viability of the project. Shifting the lots south to route the sanitary sewer line through this wetland instead of its current alignment was considered as a means of preservation, but the grading required to construct adjacent lots and provide positive waste water drainage would also result in a loss of this feature. Eliminating lots 173 and 174 would avoid the footprint of this wetland, but the remainder of the project would redirect runoff water sustaining it as part of stormwater management. Because of these factors, the loss of this wetland is not avoidable, and the owner wishes to permit impacts prior to construction. Constructing Lots 173 and 174 would preserve the viability of the proposed subdivision by helping offset high development costs. No future phases are planned. This project will require minimal tree clearing in a county listed by the USFWS as containing northern long-eared bats. A Tier 1 search of the NC Natural Heritage Data Explorer found no records of federally protected species on or near the project. Their report is attached. The preceding information, along with the enclosed Pre -Construction Notification form, Vicinity map, USGS map, Jurisdictional Features map, wetland impact drawings, and preliminary construction plans are being submitted for your review of this project.
