The project has been reviewed to determine impacts to water quality. The following comments are provided: 1) The project will not require 401 certification. 2) Marine pumpout facilities and a "locked head" policy should be established for the marina. Violations of fecal coliform standards can be expected unless such facilities are provided, and their use strictly enforced. 3) Since the applicant is a Federal Agency, long term maintenance of the facilities should not be a problem. Dear Ms. Smith: Coastal Zone Consistency Determination Replace Pier-at MCAS(H), New River In accordance with the North Carolina Coastal Management Guide- lines and the Federal Consistency Policy, we are forwarding this consistency determination and project drawings for your review. The proposal consists of replacement of a 220' wooden recreational pier at the Marine Corps Air Station (Helicopter), New River Marina with a similar structure 370' in length. This replacement is required due to the age and condition of the existing pier. The site location and project drawings are enclosed for your review and concurrence. Based upon our review of Section 7H, the proposed project is consistent with the Guidelines as shown below: a. Coastal wetlands, estuarine waters, and public trust areas will not be adversely affected; the Marina is an acceptable land use for these areas of environmental concern. b. Preservation of the estuarine shoreline will be accom- plished during the project. C. Land disturbance will be involved 1-ear the shoreline only Lo the extent to allow operation of construction equipment. d. Existing ground cover within the project area will be maintained to the maximum extent to provide a buffer zone along the margin of the estuarine waters. e. The limited area disturbed by construction will be re- vegetated within 30 days of project completion. f. This project will not interfere with existing public use of the navigable waters of the New River. We believe the proposed project will be conducted in a manner which is consistent to the maximum extent practicable with the 6280/4 FAC North Carolina Coastal Management Program.
