In keeping with your request, this office has circulated to interested
state review agencies U. S. Army Corps of Engineers Public Notice ...
0071 dated December 27, 1984 which describes a project proposed by Campbell
University, represented by Mr. Lonnie D. Small of Buies Creek. The project',
involving wetland fill to construct a dam and develop a 53 acre recreational
lake, is located on West Buies Creek near Lillington in Harnett County.
By copy of your letter of February 15, 1985, this office has been,-
made aware of communications with the applicant in which comments from
objecting Federal agencies has been made available to him. It is important
to note that a significant objection has been submitted by one state
agency, i.e., the North Carolina Wildlife Resources Commission. A copy
of their comment is attached. Additionally, the Office of Water Resources
submitted comments on mitigation and downstream flow. A copy of that
agency's comments is also attached.
For your information, a Section 401 Water Quality Certification
was issued on this request on February 22, 1985. Finally, the applicant
should be made aware that should a Federal permit be issued, the applicant
would also be required to obtain a "permit to construct' under the Darn

THIS CERTIFICATION is issued in conformity with the requirements of
Section 401 Public Laws 92-500 and .95-217 of the United States and subject
to the North Carolina Division of Environmental Management Regulations in
15 NCAC 2H, Section .0500 to Campbell University pursuant to an application
filed on the 12th day of December 1984, to place fill material into West
Buies Creek in conjunction with the construction of a dam.
The application provides adequate assurance that the discharge of fill
material into the waters of West Buies Creek.in conjunction with.the proposed
dam construction and sedimentation basin in Harnett County will not result in
a violation of applicable Water Quality Standards and discharge.guidelines.
Therefore, the State of North Carolina certifies that this activity will not
violate Sections 301, 302, 303, 306, and 307 of Public Laws 92-500 and 95-217
if conducted in accordance with the application and conditions hereinafter
set.forth.
Condition of Certification:
That the instream turbidity not.be.increased-by more than-50 NTU's as
a result of the proposed activity after a reasonable opportunity for
dilution and mixture.
Violations of any condition hereinset forth.shall.result in revocation
of this Certification.
This Certification shall become null and void unless.the above condition
is made a condition of.the Federal Permit.

Subject project involves placing fill material in the waters and wetlands
of West Buies Creek, a tributary of the Cape Fear River, to construct a dam, a
sedimentation basin, and a lake. The purpose of this filling operation and addi-
tional construction is to expand the University of Buies Creek's Keith Hills Golf
Course. The expansion includes the establishment of a 53 acre lake through
construction of a 1,300 foot long and 22 foot high dam that will go across the West
Buies Creek drainw ay. The dam will have a clay core center and be primarily
constructed of soils found in the immediate vicinity. The dam will conform with
State regulations and be classified upon completion as a medium high hazardous
structure. Fill material will also be used to establish a sedimentation basin
immediately upstream of the lake area. Approximately 71 500 cubic yards of soil
will be used as fill material in this project. This construction is as follows:

Subject project indicated that standard sedimentation and erosion control measures

a reasonable opportunity for dilution and mixture.

A SEDIMENTATION BASIN AND LAKE ASSOCIATED WITH EXPANSION OF THE W IVERSITY'S KEITH HILLS GOLF.COLRSE, NEAR
LILLINGTON, Harnett County, North Carolina.
Plans submitted with the appil,potlon show the proposed expansion of the golf course by approximately 570 acres,
bound on the southwest by the Cape Fear River, on the north by U. S. Highway 421, and on the southwest by the
Keith Hills Community. The expansion includes the establishment of a 53-acre lake through construction of a
1,300-foot-long, 22-foot-high, dam across the West Bules•Creek drainway. The dam, with a clay center core, is to
be-primarily.constructed of soils found in the immediate vicinity. It is to be designed to conform with
applicable State regulations, and it would be classified as a medium, high hazard structure. Fill material is
also to be used to establish a sedimentation basin immediately upstream of the lake area.
Within the area of the proposed lake, West Bules Creek has a natural flood plain of approximately 67 acres. In
the area there are primarily three types of soils: blbb loam, altavista fine sandy loam, and Lillington very
gravelly sandy loam. The forest canopy is comprised of mixed hardwoods and pines. Understory vegetation is
typically moisture tolerant. The creek forms a series of small pools with narrows of more rapidly moving water
and varies in width from 4 to 15 feet and in depth from 2 to 3 feet. As mitigation for the wetlands and waters
to be filled and flooded, Campbell Unlversltyts application states their intent to establish its 150-acre Erwin
Forest, a totally wooded area located between Bules Creek and Erwin along the banks of the Cape Fear River, as a
permanent wildlife refuge. The purpose of the proposed work 1s'to provide expanded and improved recreational
facilities for the University community. Plans showing the proposed work are included with this public notice.
The State of North Carolina will review this public notice to determine the need for the applicant to
obtain any required State authorization. No Department of the Army permit wil I be issued until the
coordinated State viewpoint on the proposal has been received and reviewed by this agency, nor will a
Department of the Army permit be issued until the N. C. Office of Environmental Management has determin ed the
applicability of a Water Quality Certificate as required by PL 92-500.
This application is being considered pursuant to Section 404(b) of the Clean Water Act (33 U.S.C. 1344):
Any person may request, in writing within the comment period specified In the notice, that a public hearing be
held to consider this application. Requests for public hearing shal I state, with particularity, the reasons
for holding a public hearing.
The District Engineer has consulted the latest published version of the National Register of Historic
Places for the presence or absence of registered properties, or properties listed as being eligible for
inclusion therein, and this workslte is not registered property or property listed as being eligible for
Inclusion in the Register. Consultation of the National Register constitutes the extent of cultural resource
investigations by the District Engineer, and he 1s otherwise unaware of the presence of such resources.
Presently, unknown archeological, scientific, prehistorical, or historical data may be lost or destroyed by work
under the-requested permit.

Tendered herewith for filing is Campbell University's application for
"Permit to Excavate and/or Fill Easement in Lands Covered by Water" - "Water
Quality Certification CAMA Permit for Major Development" by which Campbell
University seeks a permit from the Corps of Engineers to expand its Keith
Hills Golf Community including the construction of a 53-acre lake as defined
in detail in the application.
Our engineers and development consultants feel very strongly that with-
out the 53-acre lake, this project could not possibly be made economically
feasible. Thus, without the permit to build the lake, the project will be
lost, and. Campbell University, Harnett County and all of North Carolina will
be the great losers in this instance. The successful conclusion of this
project will be a tremendous asset to Campbell University and to the cause
of education.
Campbell University, as stated in the application, will provide as a
wildlife habitat trade off a perpetual habitat for wildlife by dedicating
its 150-acre Erwin Forest forest land as a permanent wildlife refuge. The
University will work with proper State.agencies in developing this forest
into the finest wildlife refuge. It is a total wooded area located between
Buies Creek and Erwin along the banks of the Cape Fear River.
Campbell University, the third largest private university in North
Carolina, has a projected economic benefit factor to its area of $100,000,000
annually.- Last year the University worked on a head count basis with 5,075
students. In services rendered to its State, we feel that Campbell University
ranks among the best private universities in the nation and certainly within
North Carolina. The building of the lake is the key to the successful under-
taking of this project.

Description of Project
Attachment A
Campbell University in Buies Creek, N.C. wishes to expand its Keith
Hills Golf Community in Buies Creek. The new section as shown on the
enclosed plans comprises some 570 acres of land bound to the Southwest
by the Cape Fear River, to the North by Highway 421, the Southeast by the
existing Keith Hills Community. The land is bisected by West Buies Creek
which forms a natural flood plain basin approximately 950 feet wide and
3,600 feet long or approximately 67 acres.
There are three soil types in the lake basin area: bibb loam, alta-
vista fine sandy loam, and Lillington very gravelly sandy loam.
The forest canopy in the basin area is comprised of mixed hardwoods
and pines. The dominant trees are Carolina'Beech; yellow poplar, oak
varieties and pine. Understory trees are primarily American Holly,. dog-
wood and sourwood. The groundcover plants are typical moisture loving
varieties such as ferns, partridge, berry and smylax.
The creek meanders through the basin forming a series of small pools.
with narrows of more rapidly moving water. The creek varies in width from
approximately 4 feet at the narrowest points to some 15 feet at the widest
pools. Water depth as observed does not exceed 2 feet with the stream
embankment at approximately 3 feet from the water level.
The Keith Hills expansion consists of some 300 single family lots, an
additional 9-hole golf course, a University Conference Center and a lake
of approximately 53 acres (see attached master plan). The lake would be
created by constructing an earthen dam 1,300 feet long by 22 feet high in
the area immediately north of the existing entrance drive into Keith Hills.
It is noted that, at this early planning stage, no geotechnical investiga-
tion of the site has been undertaken and that the following design para-
meters and general details are based on expected soil conditions and past
experience with similar size and type dams.
The proposed dam will be constructed of soils found in the lake bed
and/or on the surrounding hilltops (see drawing). A center core of clay
material will be utilized to seal against the flow of water through the
dam and less select silts and clays will be used for the embankment shell
upstream and downstream from the core. Sideslopes will be from 2.5 to 1
to 3 to 1 depending on the soil properties, and the dam .crest will be 10
feet wide. Appropriate chimney and/or toe drains will be incorporated
into the design if required by slope stability analyses. Since sand layers
are expected to be found under the site, some method of cut-off will be
employed beneath the dam. Past experience indicates that a slurry cut-off
wall may prove most economical.
According to rules promulgated by the N.C. Department of Natural
Resources and Community Development, the dam is classified as a medium,
high hazard dam which requires that its spillway be designed to safely pass
the routed flow resulting from 1/2 the Probable Maximum Precipitation (PMP).
This spillway will be an overflow channel of concrete construction. A
low level drain pipe with gate structure will also be installed.
It is anticipated that all construction can take place during one
construction season. Adequate soil erosion control measures will be main-
tained during the construction operations. Clearing of the reservoir will
be accomplished so as to minimize erosion.
Prior to completion of design plans and specifications, detailed geo-
technical investigations and hydrologic and hydraulic analyses will be con-
ducted. The design will conform to applicable State regulations.

A typical cross-section of the dam is attached as Figure 1 and
spillway design as Figure 2.
Fill will be required in the northern end of the lake to elevate
the #3 Golf Fairway, creating a sedimentation basin north of the fair-
way to keep the main lake clear.

V. Intended Use of Project Area Description
Campbell University in Buies Creek, North Carolina, wishes to expand
its Keith Hills Golf Community in Buies Creek. The new section as shown on.
the enclosed plans comprise some 570 acres of land bound to the Southwest
by the Cape Fear River, to the North by Highway 421, the Southeast by the
existing Keith Hills Community. The land is bisected by West Buies Creek.
The expansion consists of some 300 single family lots, an additional 9-hole
golf course, a University Conference Center and a lake of approximately 53
acres. The lake would be created by'constructing an earthen dam some 1300
feet long by 26 feet high in the area immediately North of the existing
.entrance drive into Keith Hills. Fill would be required in the northern end
of the lake to elevate the #3 Golf Fairway, creating a sedimentation basin
North of the fairway to keep the main lake clear.
The University wishes to build the lake for the following reasons:
1. Education:
A. Physical Education - As an expansion of Physical Education
electives offered by the University, the lake will serve as
a learning laboratory for courses in water safety, sailing,
canoeing, flycasting, and other water related courses. A
safe, relatively shallow slow-moving water body with a
50-53 acre surface area is ideal for instructional purposes.
No other lake of appropriate size exists in the area close to
the University. Water related courses have been considered
in the past using the nearby Cape Fear River, but it was
found that the river is unsafe for instructional use due to
currents, rocks and varied depths. The Cape Fear is a
hazardous river.

B. Conference Center - The conference center on the North side
in addition to serving as a much needed conference center
will serve as headquarters for University activities on the
lake. It is anticipated that this will be a very active and
busy center. It will be designed to serve as a major seminar
and meeting facility capable of accommodating large groups
in a relaxed atmosphere. It will also be designed to serve
as a much needed continuing education center for Campbell
University.
C. Golf -.The Campbell University.Golf Team will have access
to the new 9-hole golf course for instructional purposes. The
large amount of play on the existing 18-hole course prevents
this at the present time.
D. Department of Life Sciences - The Department of Life Sciences--
Biology, Ecology, Zoology, etc.--plan to use the lake for
controlled experimental projects. The lake will be a new
resource laboratory available to the life sciences departments.
2. Recreational:
The Lake will be available to students and area residents for
leisure recreational activities such as fishing, sailing and
canoeing. The University would welcome management of the lake by
the fish and wildlife service the same as they have the existing
lakes in Keith Hills in which millions of fish are spawned and
raised.
3. Amenity:
Campbell University has the unique distinction of providing quality
real estate opportunity to the region as a non-profit organization

in that all real estate sales are converted into University
facilities and scholarship programs. The sale of residential
lots at Keith Hills has helped fund academic programs at the
University since its inception. The funds from lot sales on
the new phase will go toward the construction of the golf course,
lakes, and Conference Center. Obviously, the lake will improve
lot sales and increase real estate values. No individual or
firm other than Campbell University will benefit financially
from this project.
4. Flood Control:
Since the area to be empounded is subject to temporary flooding,
the design of the dam will allow for storm water retention lessening
the potential for flooding in the downstream area. This lake will
greatly improve the water quality flowing through West Buies Creek.
5. Economic Impact:
The successful completion of this project will have a favorable
economic impact on the taxable properties of Harnett County and
will be a tremendous asset to Campbell University. The economic
feasibility of the total project depends entirely on the building
of the lake.
6. Other:
There is so much woodland and river bottom forest land and wet
lands nearby and for miles and miles South and West of the proposed
lake site it is hard for us to see how the clearing of this lake
site will greatly hinder fish and wildlife habitats in the area.
The fish life habitat will be tremendously improved. Campbell
University is willing and will legally dedicate as a wildlife

preserve its 150-acre river bottom Erwin Forest forest land as a
trade off for the wild life habitat that may be lessened by the
building of the proposed lake.
