Salisbury St. (Archdale Building — 9th Floor) Raleigh, North Carolina 27604 May 24, 2018 RE: Electronic application for new construction of a bridge over Little Rockfish Creek, Fayetteville, Cumberland County, North Carolina Dear Ms. Greer and Ms. Higgins: We have submitted an electronic application for a Nationwide Permit (most likely a Nationwide Permit 14) to construct a bridge over Little Rockf"ish Creek in Fayetteville on Sykes Pond Road. The previously existing series of culverts were desh•oyed by flood waters of Hunicane Matthew last year. The remnants of the culverts are presently located downstream in the stream channel. The City proposes to construct a bridge on site rather than replacing the culverts as a better, long- term solution to crossing Little Rockfish Creek. We propose to repair the existing causeway that crosses the floodplain of Little Rockfish Creek in a few locations, but this will not require additional wetland impact. The City proposes to include the addition of sidewalks to the bridge to allow pedestrian crossing of the creek in the future once the upland areas south of the creek are developed. These sidewalks will result in a minar amount (0.02 acres) of permanent wetland fill. There will be no fill of the stream channel below the Ordinary High Water Mark. In addition, there will be some temporary impacts for land clearing and temporary impacts on water quality as the existing culverts are removed by crane from high ground and the existing faces of the causeway are stabilized, although turbidity curtains will be installed at the crossing to minimize this impact. We understand that the NC Division of Water Resources will charge an application fee of $240.00 for this work. Once the Division assigns a Project Number to the project, the City will send a check to the Division for this amount, referencing the Project Number.
