If An On-site Evaluation Of Soils Has Been Done, Discuss Infiltration Rates, Seasonal High Water Table, etc., and Include Date Of Site Evaluation: • The On-site evaluation is dated November 16, 2007 • Beneath the 4 to 12 inches of topsoil possible fill and /or natural soils were generally encountered. Possible fill material was encountered at the northeast corner of the site to a depth of approximately 1.5 feet. The fill soil appears to be primarily silty clay (CL) with a trace of fine sand. Standard penetration tests indicated a firm consistency. Possible fill appeared relatively dry based on observations. Natural soils were encountered below the fill material and below the topsoil across the remaining site area. Natural soils consist of sandy and clayey silts (ML-MH), sandy and silty clays (CL,CH), and silty and clayey sands (SM and SC). Standard penetration tests indicated very soft to very stiff consistencies for silts and clays and very loose to loose relative densities for sands. Natural soils were typically moist to wet based on visual observation. • Groundwater was observed at typical ranges from about 4 to 7 feet below the existing ground surface. • Infiltration rate analysis is not required for this project. Under-drains have been proposed for the equalization basin. There are three under- drains proposed an under-drain along two of the outer sides of the basins and an under-drain along the middle between the basins. Each under-drain terminates in a "dead end" manhole. The purpose of the under-drains is to monitor the groundwater elevation under the basins for basin drain-down operations. If the groundwater was above the bottom of the basin liner during drain-down the liner could possibly float. Ideally the basin would only be emptied during dry periods when the groundwater was below the bottom of the liner. Should a situation arise where the basin needed to be emptied while the groundwater was above the bottom of the liner then the under-drains would facilitate the lowering of the groundwater directly under the basin. The Subsurface Exploration Report in the area of the basin indicates that the soils from the surface to below the under-drain are Silty Clay soils. The minimum anticipated frequency of basin emptying for cleaning and maintenance would be five years. The maximum anticipated duration of the basin being empty would be one week. Due to the nature of the soils and the frequency and the duration of drain- down operations the impact to the adjacent wetlands would be negligible.
