Kory provided a presentation of the project, covering the following topics: project description, existing conditions, notable characteristics, project data, and purpose and need (see attached presentation). During the presentation, Tom Steffens asked if the project is located west of where the new location alternatives of the Kinston Bypass project (R-2553) tie into US 70. Kory answered affirmatively. Tom asked whether Level of Service was yet determined for the project. Kory replied that it is available for the Kinston Bypass project, and that the Little Baltimore project would have its own standalone report as well. Maria Rogerson commented that the project has an accelerated schedule compared to what is listed in the STIP. Tom Steffens had a few comments on the draft Purpose and Need. He suggested modifying the project Need to emphasize safety, mobility, and linkage. He suggested modifying the Purpose to emphasize safety improvements and creating linkage between similar facilities. He suggested removing the point about hurricane evacuation from the project Purpose, and also removing the text referring to the Strategic Highway Network. Kory will send Tom an email with a revised Purpose and Need for the project. After the presentation, Maria and Kory commented that NCDOT is planning to proceed with a combined EA/FONSI, with the plan to have it complete in October 2018. The project will proceed similar to the CF Harvey Parkway Extension, with a standard 4B/4C concurrence point. A public meeting and local officials meeting will be held for the project on March 22, where a couple of alternatives will be shown. Meeting announcement postcards will be sent to the agencies in addition to the public. It was decided to have a meeting with Tom and Garcy after the public meeting in order to pick a LEDPA and review public comments. The NRTR should be completed by this time as well. Tom asked that NCDOT ensure that the documentation for the project have Level of Service, traffic data, and crash data to support the Purpose and Need. Tom requested that the service roads be moved back to avoid any wetlands in the area, if wetlands exist. Garcy Ward requested that NCDOT investigate all USGS and Soil Survey mapped streams within the project study area, using the most current mapping. All streams will be subject to Neuse stream buffer rules. Project mapping should be updated to show the latest USGS streams. /t ���� Irnagine it� ,�I�"1�� Delivered_ Tom asked if the WRC or the USFWS had provided their comments yet. Kory replied that they have not, but are expected to provide written comments. Maria asked if Tom or Garcy had any issues with the way that NCDOT was planning to proceed with the project. Tom replied that he did not have any issues, and that the project should be run as a regular project. The meeting concluded at 2:30 pm.
