D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Due to the proximity of the intersection with NC 18 (Morganton Blvd.) and the hydrologic no-rise FEMA model, the bridge
needed to be a two-span cored slab to give sufficient clearance to avoid a rise in the water surface elevations of Lower Creek.
Due to the restraints of cored slab span lengths, a pier had to be placed in the vicinity of surface water.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Erosion control measures will be implemented in accordance to NCDENR standards. The bridge demolition activities will
strictly follow NCDOT's Best Management Practices for Bridge Demolition and Removal.

2a. Does the project require Compensatory Mitigation for
impacts to Waters of the U.S. or Waters of the State? ? Yes ® No
