The Brunswick Steam Electric Plant requests a permit in order to install approximately 51 linear feet of sheet pilings and 350 yards of rip rap on the canal side of the Diversion Structure for re- establishing newly eroded sections of the shoreline connected to the fish diversion structure. The erosion inside the Diversion Structure was caused by a constant southwest wind over the period of time in April 2009. A narrative summary of the project with photographs, detailed drawings and a location map is provided for your review along with a check for $240.00. In order to support the start of the modification, Progress Energy Carolinas, Inc. requests the North Carolina Division of Water Quality to provide its approval as soon as possible. Describe the overall project in detail, including the type of equipment to be used: Provide 51 linear feet of sheet piling to sure up the wing wall of the diversion structure and to provide approximately 350 yards of rip rap along the shoreline of the intake canal side of the diversion structure to protect the adjacent marsh wetlands for erosion. All work will be done on the inside or intake side of the diversion structure, no work will be done ont eh river side of the structure. State Permit No. 293 was issued to the Brunswick Steam Electric Plant on August 23, 1982 as a State Dredge and Fill Permit for the construction of a fish diversion structure. The permit has been continuously renewed for maintenance purposes. The current Permit renewal will expire on December 31., 2011. Mr. Wills is requesting that the permit be modified to allow the installation. of approximately 51 additional linear feet of sheet piling and 250 linear feet of riprap to stabilize the shoreline west of the riprap and sheet piling previously authorized in the October 21, 2008 and March 9, 2009 modifications. The riprap shall adhere to the alignment depicted on the attached workplan' drawings. 2. The bulkhead/riprap will' not extend waterward more than 5 feet from the mean high/normal water level at any point along its alignment at the time of construction. 3. The riprap shall be positioned so as not to exceed a maximum of six inches above the elevation of the adjacent wetland substrate. 4. No vegetated wetlands/marsh grass will be excavated or filled. 5. The fish diversion structure was originally installed in 1982 and is a "W shaped structure that spans the mouth of the intake canal at a distance of approximately 400 feet. The diversion structure has fence. facings which are designed to prevent the entrance of fish and turtles into the intake canal. The fish diversion structure has wing walls which extend into the shoreline on each end of the structure. Fencing is also present beyond the wing walls and continues along the shoreline. The purpose of the fencing is to also prevent the entrance of fish and turtles into the intake canal at high tides. Recent meteorological events have eroded a portion of the shoreline that joined the wing wall on the north side of the structure within the plant's intake canal and have also caused the fencing to be undermined. Additional erosion could create an open water gap similar to the breach that occurred in October 2008 (see CP&1.'s letter dated October 16, 2008, Serial BSEP 08-0146. The BSEP intends to extend the wing wall adding 51 linear feet of sheet pilings with a depth of approximately 30 feet. The steel sheet pile tip elevation will match the existing steel sheet. The steel sheet pile is a PZ 27 section made of ASTM A572 Grade 50 steel'. The steel sheet pile is coated with 16 mil dry film thickness coal tar epoxy polyamide paint. Each sheet has 1 each 24 lb zinc anode welded to it 15' from the top of the sheet. Filter fabric, No. 357 stone, and riprap (12"-36" greatest dimension) will also be used to stabilize areas vulnerable to erosion. Approximately 350 cubic yards of material will be placed along the shoreline within the plant's intake canal where the steel sheet pile intersects the bank. The existing turtle blocker mesh fencing damaged by the erosion will be repaired by installing replacement fencing along the shoreline.
