A paved walking trail crosses the central portion of the site. Structures are not located on the site. The site is located in a mixed use area of Kemersville, North Carolina. 3b. Explain the purpose of the proposed project: The purpose of the proposed project is to construct a residential sub -division. 3e. The residential subdivision will contain 33 single family residences and 16 duplexes. In order to develop the site, the site must be graded. Several roads will be constructed on the site to provide access to the residences. Municipal water and sewer services will be used at the site. A stormwater pond will be constructed on the southern portion of the site that will treat surface water runoff on the site. To facilitate development of the site and construction of the proposed stream crossing, clearing and grading the site is necessary. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Initially, the applicant had planned to develop the entire site. The stormwater pond was designed to be located on the southeastern portion of the site, in the area of the site with the lowest elevation. This would have impacted all of the streams and wetlands on the site. The site was redesigned and the stormwater pond was moved to the west to avoid the streams and wetlands. Six duplexes were removed from the site development as a result. In order to develop the site and make the proposed project economically feasible and create slopes that are safe and maintainable, it is necessary to impact 130 linear feet of stream channel and 0.033 acres of wetland. The majority of the stream being impacted (81 linear feet) is intermittent. The stream characteridstics and aquatic habitat are poor in this portion of the stream. The applicant has designed the proposed residential sub -division to avoid impacts to 231 linear feet of perennial stream and 0.271 acres of wetland. The residences will utilize municipal sanitary sewer services and has been designed to avoid additional impacts to jurisdictional features associated with sewer line connection. The sanitary sewer services will connect to existing sewer lines located within the right of way of Piney Grove Road. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The clearing limits will be staked and silt fence will be used.
