On 5/9/2018, Landon Davidson and I met with Nathan Benson (owner), Colleen, Mark Jones (ORC),
and Daniel Jones for a compliance evaluation inspection at the Benson Apartments WWTP. This is a
class II activated sludge wastewater facility. The facility has a history of noncompliance with permit
limits and $12,000 in enforcements in the past 10 years.
Mark Jones has very recently taken responsibility for operation of the facility (May 1, 2018).
Here are the conditions of the facility according to Mark on his first visit of the facility:
1. One of the two aeration basin diffusers was not in operation.
2. The D.O. in the aeration basin was <1 mg/L.
3. One of the two blowers did not have any pulleys or belts on it.
4. The pretreatment septic tank contained 70% solids. Mark said it had never been pumped. Mr.
Benson said the previous ORC was not aware that the septic tank existed.
5. The aeration basin contained 90% settleable solids.
6. Rusted gratings and structure. One pipe was leaking between the clarifier trough and the
chlorinator.
7. Broken timer on the one operating blower.
Already Mark has taken the following actions:
1. Pumped solids out of the aeration basin. It is now at 35% settleable solids in one hour.
2. Pumped out the septic tank.
3. Repaired the timer on the blower.
4. Repaired the diffuser that was not operating. Measured D.O. is now 2.4 mg/L.
5. Added pulleys to the blower not in operation in case of need for immediate use.
I took effluent samples for TSS, BOD, and fecal coliform. Results are as follows: Fecal- 30 col/100ml,
BOD- 12mg/L, TSS- 150 mg/L. TSS was the only parameter that exceeded permit limits. Please
continue making improvements to the facility and operations to get this parameter into compliance.
