Dear Ian:
I have reviewed this project and I approve the applicant's proposed approach of treating the stormwater with sand
filters to meet both stormwater and diffuse flow requirements. The City of Raleigh will be reviewing the detailed
stormwater BMP design. Therefore, when you are ready to issue the 401 Certification for this project, please place a
condition on the approval that the impact may not commence until the DWQ has received a copy of the approved SMP
and proof of approval from the Clty.

The total for the entire project (including the new impacts): 181 linear feet of stream + 49 LF (new impact) = 230 feet of
stream
Total buffer impacts for entire project: Z1: 10,725 + Z2 : 27,621 SF = 38,346 SF
The new impacts for buffers (road, sewer, g reenway, swales) - Zonel : 5,456 and Zone 2 : 6,480 SF

Okay, I'm getting 6,164 + 696 = 6,860 SF Zone 1; and 21,662 + 376 = 22,038 SF for Zone 2 Is this correct?

Ian,
I'm going to do my best to explain the old vs. new buffer impacts, without confusing you. I can't exactly get the numbers
to match up with the original permit - but I can guarantee that I can give you the total buffer impacts needed to complete
the project, so that what they need approved is included in the Modification
Temporary Sewer Impacts approved in the original application - 98 linear feet of stream, 19,630 SF (no break down on
Zonel or Zone 2 in the 401 approval). For some reason, and remember S&EC did the original permit, it looks like they
should have actually applied for 21,952 SF (Z1 6,204, Z2: 15,478) of impact. I may have an outdated map, but these are
the numbers I'm coming up with and I hope this doesn't cause any problems.
We did not not construct Sewer Crossing 'O' as indicated on the original plans - Sewer crossing O was 27 linear feet, so in
reality, the temporary stream impacts were: 98 - 27= 71 feet for sewer
Buffer impacts at Impact' O' were Z1:935SF and Z2:501 - but were not carried out. If I subtract these numbers from the
original totals and then add in the buffer impacts for the new sewer line i get:
6,164 SF for Zone 1 andl5,498 for Zone 2 (21,662 SF) to complete the temporary impacts for the sewer lines for
the entire project.
In addition to the sewer line impacts we also need to include the impacts for the BMP Swales. The impacts for all 3
swales are = Z1:696 SF and Z2: 376 SF.
Have I thoroughly confused you?
Please do not hesitate to call if you have questions, but this is the best I can do, since I don't have the original impact
maps - but I feel pretty confident it covers the work they need to get done out there.
