The Form WSCAS; which lists the location, Name of the stream, County, River Basin,
Stream Index Number and the Stream Classification for each stream which was
crossed; was completed; and it is attached. As part of the Form WSCAS, an 8.5 X 11
USGS map of the project area is attached. According to the USGS map, there should
be four stream crossings that are subject to the Neuse Buffer Rules. According to the
Soil Survey of Lenoir County there are five crossings that are subject to the Neuse
Buffer Rules. The Determination was that two crossings of Briery Run and three
crossings of the unnamed streams were subject to the Neuse buffer rules. See the
Briery Run Phase V Stream Crossing Map.

Stream Crossing # 1 Flow on left entering Right of Way overland overflow from

Stream crossing number 1: This is a crossing of an unnamed tributary of Briery Run,
and it does not have a well-defined channel or well defined banks either in the field or
on the plans. See sheet 2 of 8. The flow enters the Sewer Right of way at approximately
Station 77+43. The overland flow from several upland water impoundments comes into
the Sewer Right of Way with no real point source see the Picture # 1 which is at the top
of Page 2. The picture shows water flowing onto the right of way and the overland flow
with no crossing or flow out of the right of way. The stream flows along the Right of
Way, keeping Water ponding on the Right of Way so that it stays flooded. See Picture 2
at the bottom of page 2. The stream flows into Briery Run at crossing # 2 which is
Station 66+57. See picture # 3 on the top of page 3. Even though the stream is poorly
defined, it is an unnamed tributary to Briery Run, and the stream drains overflow from
several ponds which are up hill from Briery Run. Since the crossing is shown on the
Soil Survey of Lenoir County, the crossing is subject to the Neuse Buffer Rules, but the
stream bank is not well defined, and any flow of stormwater will be overland to the
ponding area on the Sewer Right of Way. It is anticipated that construction mats will be
used for the construction equipment crossing this stream or moving through the
wetlands resulting from the stream. No other modifications will be constructed for
access.
Stream Crossing # 1 along Sewer Right of Way indicates flooded Right of Way.
Right of Way is the low area with higher banks on both sides, and flowing around
high spots.

Stream Crossing number 2, from Station 65+98 to Station 67+22, is just 82 feet
Southwest of Manhole 182G. The stream being crossed is Briery Run, and the
Northeast bank is higher than the Southwest bank. The Southwest bank stays flooded
due to flow from the unnamed tributary, Stream # 1. This stream crossing is a crossing
of Briery run, and it is subject to the Neuse Buffer Rules. The channel and stream bank
at this crossing are well defined, and the Buffers are delineated as Zone 1 from Station
65+98 to Station 66+18, and from Station 67+02 to Station 67+22. Zone 2 is delineated
from Station 66+18 to Station 66+48, and from Station 66+72 to Station 67+02. See
Plan Sheet 6 of 7 but the Northern bank is approximately 2 feet higher than the
Southern bank. The Northern bank is not steep, and will not have to be graded so that
construction equipment can cross the stream at this point. Construction mats will be
used for the crossing. Once construction is finished, the stream bank will be
revegetated if any collateral damage results from the construction activities. There is a
picture of this stream crossing at the top of this page, page 3.

Stream Crossing number 3, from Station 47+28 to Station 47+61, is a crossing of an
unnamed tributary to Briery Run, and the stream and crossing are seen on the Lenoir
County Soil Survey which makes it subject to the Neuse Buffer Rules. Channel and the
stream bank are not well defined and the approach to the crossing remains flooded. It
is anticipated that equipment will use construction matting for the crossing. There
should be no adverse effect of the construction equipment crossing the stream crossing
at this location. There is a picture of the stream crossing on the top of page 4. The
Banks are fairly well defined on the plans but not in the field. Several small areas drain
to the Right of Way and keep it flooded. Briery Run flows very near the sewer line, and
the outlet to briery Run is well defined, but there several outlets. No modifications will be
constructed for access. Since the tops of the Stream Banks are well defined on the
plans, the Buffers were delineated as Zone 1 from Station 46+95 to Station 47+28, and
from Station 47+61 to Station 47+91. Zone 2 is delineated from Station 46+78 to
Station 46+98, and from Station 47+91 to Station 48+11. See Plan Sheet 5 Of 8.

Stream Crossing number 4 from Station 31+10 to Station 31+24.7, is a crossing of an
unnamed tributary of Briery Run, and since it is shown on the Lenoir County Soil
Survey, it is subject to the Neuse Buffer Rules. The Channel and the stream bank are
not well defined and the stream drains the upland agricultural land and flows into the
wetlands associated with Briery Run and Stoneyton Creek. Water stays ponded around
Manhole 241A, and the right of way stays flooded between Manhole 241A and Manhole
308A. It is anticipated that equipment will use construction mats to access and cross the
stream. There should be no adverse effect of the construction equipment approaching
and crossing the stream crossing at this location. There is a picture of the stream
crossing on the bottom of page 5. No other modifications will be constructed for access.
Based on the survey tops of the Stream Banks and , the Buffers are delineated as
Follows: Zone 1 from Station 30+80 to Station 31+10, and from Station 31+24.7 to
Station 31+54.7. Zone 2 is delineated from Station 30+60 to Station 30+80, and from
Station 31+54.7 to Station 31+74.7. See Plan Sheet 4 of 8.

Stream crossing Number 5 from Station 28+45 to Station 28+66, is a crossing of Briery
Run, and it is subject to the Neuse Buffer Rules. The Channel and the stream banks
are well defined on the Plans, see Sheet of 4 of 8. The Entire area around the crossing
and Manhole 308A stays flooded year round so the stream channel and banks are not
physically visible. See the picture at the bottom of page 6 and top of page 7. It is
anticipated that equipment will use a construction mat for the crossing. However,
construction activities will have to be scheduled at a time when the water level is at a
minimum, or a barge will have to be used to float the equipment and gain access to the
crossing and manhole 308A. There should be no adverse effect of the construction
equipment crossing the stream crossing and working at this location. There is a picture
of the stream crossing on the bottom of page 6. This crossing is subject to the Neuse
Buffer Rules. No modifications will be constructed for access. Since the tops of the
Stream Banks are well defined on the plans, the Buffers are delineated as Zone 1 from
Station 28+11.5 to Station 28+45, and from Station 28+66 to Station 28+96. Zone 2 is
delineated from Station 27+58 to Station 28+11.9, and from Station 28+96 to Station
29+16. See Plan Sheet 4 of 7 and Sheet 3 of 8.

stays flooded.
