Jeremiah Dow of the Raleigh Regional Office conducted a compliance evaluation inspection on
May 3, 2018. The assistance of Mr. Wayne Leary and Mr. Brandon Baldwin was greatly
appreciated. Please find the attached Basin Wide Information Management System(BIMS)
inspection checklist summarizing the inspection. During the inspection, the following items
were noted:
1. Carolina Water Service, Inc. of North Carolina operates a deemed collection system
pursuant to 15 NCAC .02T .0403 that collects wastewater from six (6) nearby
subdivisions for treatment at the Ashley Hills WWTP.
2. The system includes five (5) duplex pump stations, approximately ten(10) miles of
gravity collection line, approximately three (3)miles of force main, high priority lines,
and 337 manholes. All pump stations had telemetry, and four(4) of five(5)pump
stations had standby emergency generators.
3. Pump station weekly inspections and logbooks are being maintained as required. The
Amber Acres, Amber Ridge, Bishop Point#1, and Bishop Point#2 pump stations were
observed during the inspection. The system appeared to be well maintained. The visual
alarm at the Amber Ridge pump station did not work, and should be repaired as
soon as possible. A significant amount of grease was observed in all wet wells observed.
Mr. Leary stated that they clean the pump stations every quarter with additional cleaning
as needed.

4. The aerial line at Amber Ridge was observed. The right of way was adequately
maintained and there were no visible signs of damage. The aerial line is only used in
cases of emergency. Flow to the Amber Ridge pump station can be diverted through the
aerial line to the Amber Acres station.
5. Manhole#AR1 was inspected. No blockages or significant grease accumulation was
observed.
6. A review of the records indicates the following:
a) A map of the system is actively maintained depicting manholes, pump station
locations,right of ways, high priority lines, line size, and tracking for line cleaning.
b) Records are maintained for the facility's spare parts inventory, annual system
observation,high priority line inspections, and cleaning. Mr. Leary stated that they
clean ten(10) percent of the line per subdivision per year. An overflow response
plan is kept on site and readily available for viewing.
c) Grease control educational materials are distributed bi-annually as required with
utility bills. Mr. Leary stated that the grease control educational information is
posted to their website as well.
