I met with the ORC, Vince Edwards, for the inspection. Overall the plant appears to be operated well. A small leak was discovered in a pipe that runs out of the chlorine contact chamber. This needs to be fixed. There was not a sampler on site. Vince said they bring one to the site for composite sampling. The flow meter is working but the sampling is not done flow proportionally because a permanent sampler is not set up. Vince said that the sampler they typically use for flow proportional sampling has been broken for "months" and he has continued to make maintenance requests throughout that time. Please fix this quickly as flow proportional sampling is required by your permit. The outfall needs to be accessible. Vince and I could not find the effluent pipe. NC0073741 17 (Cont.)
