Hi Art,
Concrete have the ability to alter freshwater conductance and pH. Concrete is caustic
and corrosive with a pH near 12. NCDWR is concerned with the impact the spill may
have on aquatic life. Please have the contractors send follow-up photos. Also, please let
me know if you see any floating fish near the site.
Thanks,
April

Andy, April,
The barrier rail contractor on Bridge Project B-5362 (Bridge #53 Montgomery County
SAW-2012-02004) had a severe equipment malfunction during a concrete pour on
Wednesday 5/16/18. The result was a moderate amount of live concrete was spilled
into the stream (Drowning Creek ws-ii; sw, HQw). The contractor had a catch system in
place that consisted of a large "I" beam covered with plastic which had worked well
prior to the malfunction. The vast majority of the concrete was contained on the bridge
or caught by the "I" beam, however about (estimated) 15-20 gallons of concrete made it
to the stream when the machine had to be forcibly removed from the rail. The vibration
system on machine had failed and the concrete within the form could be compacted, so
when the machine form was removed the loose concrete slumped and fell in an amount
that was too great to be easily caught. The contractor immediately put workers into the
stream to remove as much material as they could, but much of the wet concrete was
dispersed by the current. However, they were able to rake nearly all of the gravel out of
the water.
An additional note; after the workers finished racking out the gravel, and the current
cleared the stream bed, we noticed that a number of fish had migrated to the area of
the concrete spill and stayed hovered there. If you look closely you can see them in the
3rd picture.
Please let me know if you have and direction on additional clean up or, if you have any
questions.
Thanks,
Art C. King
