The site is currently being used for inert debris disposal. I observed (and photographed) a tractor trailer with a large container dumping material to the south and east of the pond on the highground finger on land between the wetlands. Based on Google Earth imagery and my observations, it appears that the entire site was timbered within the last year. It does not appear that BMPS were utilized when the site was timbered, no silt fence is present and the clearing and grubbing extends to the edge of and possibly within the wetlands labeled on the submitted map. Additionally, the wetland boundary shown on the map was delineated by Pittman Soil Consulting and does not appear to have been approved by the USACOE. The areas that have been cleared and grubbed include the areas labeled on the submitted map as "50' Undisturbed Buffer". It does not appear that any portion of the 50' buffer has been left undisturbed (see attached photos). The location of the existing pond does not appear to provide the required 50 buffer from the wetlands. The existing pond is equipped with an outlet pipe that connects to the ditch shown on photo #3 neither of which are depicted on the submitted plan. It is unclear if the ditch connects to Goose Creek Branch. The ditching within 404 wetlands may be a Violation of State Water Quality Standards, I have copied Robb Mairs, with DWR for help with the ditch. I hope this information is helpful.
