We determined since then that the project is subject to the regulations regarding flood storage in the Kerr Reservoir. The design firm has had to revise the plan and design to comply with the flood storage regulation. Note the following that provides information on the plan and design revisions: • Since this site is on federal property within the watershed of a reservoir, Army Corps of Engineer requirements state that no projects can result in a net fill that could reduce the capacity of the reservoir. The original design did not meet this requirement. • The original bridge design had one-span bridge with a deeper superstructure depth than the existing bridge, and the roadway section required fill due to the deeper structure depth. The revised design went to a two-span bridge with a shallower structure depth. The two-span bridge allowed lowering of the proposed profile, which now matches very closely to the existing grade and eliminates the approach fills. • The revised design also had a shorter overall project length, which also reduced fill material required. • A cut ditch was added on the right side at the end of the project, which also reduces the amount of fill. • The combination of the design revisions discussed above revised the overall earthwork from a net fill to a net cut, which satisfies the Army Corps of Engineers requirements prohibiting a net fill. • Plan changes are as follows: Revised bridge design as discussed, revised roadway profile, minor tweaks to roadway horizontal alignment. • Galen Cail (NCDOT Hydro Unit) has been coordinating with Shannon Crews and submitted a package for her to review. It appears that the package has been accepted and plans have been sent to the US right of way office for execution of the easement. The Department is submitting the attached revised permit drawing package that depicts the above-mentioned revisions. The revised plan results in a decrease in both permanent and temporary wetland impacts and an increase of temporary stream impacts due to the need for an in-stream temporary causeway to provide access to the interior drilled shaft. We apologize in advance for having to revisit this issue. Please advise if your office will need to provide revised permits to cover the revised impacts. Thanks, Chris Christopher A.
