This project proposes to construct a new reclaimed water pump station at the Benson
Wastewater Treatment Plant and approximately 36,000 linear feet of 10" PVC reclaimed
water transmission main including two (2) horizontal directional drill stream crossings.
To construct this project as proposed, it is necessary to impact zone 1 and zone 2 buffers
in various locations as shown in the attached application package. No permanent impacts
are proposed for this project and the preconstruction grade (contours) of the proposed
reclaimed water will be reestablished after disturbance.

The forcemain is designed to run primarily in NCDOT right-of-way so that any impacts to streams or riparian buffers will almost
entirely be on land which is already maintained. Where the line is more cost-effectively run outside of existing right-of way,
care was taken to keep any stream crossings perpendicular, and where necessary to parallel a stream the line location was
chosen to run outside of the Zone 1 Neuse buffer altogether, and outside of the Zone 2 buffer as much as possible.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
All perennial stream crossings (UT of Hannah Creek and East Mingo Creek) will be directionally drilled. Intermittent streams
which are to be open cut will requrie the contractor to install an appropriate bypass during construction, and proper soil and
erosion control techniquies will be in place to prevent any degredation of stream quality. Following construction, the stream
bed and all surrounding area will be restored to its original condition.

Policies and Procedures, they proposed project mots the classif cation criteria for
a Categorical Exclusion with an Environmental Report There Is no public review
period required far this project. Therefore In. accordance with 40 CFR 1508.4,1
recommend that you concur in the Agency's determination that the proposed

the applicant and have made the followitg detezlmizxations. In accordance with 7 Cn
Part 1794.22 (b) and (a), Rural Utilities Service's Enviro=enw policies and procedures,
the proposed project nu*t5 the classification criteria for a Categorical Exclusion with an
Env'mrtmental Report. The environmental report is acceptable for use by USDA - Rural
Development as the Envimnrnental Rcvlew for the project.
T ure will be ono conversion of important resources and no public ntotice will be required
for this project. I will rocommend the concurrence of RUS ST 1794 Exhibit H to the State
