To construct this project as proposed, it is necessary to impact zone 1 and zone 2 buffers in various locations as shown in the attached application package. No permanent impacts are proposed for this project and the preconstruction grade (contours) of the proposed reclaimed water will be reestablished after disturbance. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The forcemain is designed to run primarily in NCDOT right-of-way so that any impacts to streams or riparian buffers will almost entirely be on land which is already maintained. Where the line is more cost-effectively run outside of existing right-of way, care was taken to keep any stream crossings perpendicular, and where necessary to parallel a stream the line location was chosen to run outside of the Zone 1 Neuse buffer altogether, and outside of the Zone 2 buffer as much as possible. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. All perennial stream crossings (UT of Hannah Creek and East Mingo Creek) will be directionally drilled. Intermittent streams which are to be open cut will requrie the contractor to install an appropriate bypass during construction, and proper soil and erosion control techniquies will be in place to prevent any degredation of stream quality.
