Dear Mr. Wrenn:
The North Carolina Department of Transportation (NCDOT) proposes to upgrade SR
1429 (Cameron Briley Road) in Stanly County from an unpaved roadway to a paved
roadway. The total project length is 1.0 miles.
Transportation and highway laws of North Carolina (G.S. 136-44.6,136-44.7,136-44.7A,
136-44.8 and 136-44.9) require the NCDOT to develop annual work programs for
construction and maintenance of secondary roads. These general statutes specifically set
forth requirements for annual construction and paving of existing unpaved roads. Paving
of these roads is performed in priority order as established by the NCDOT for each
unpaved road within a given county. This number is based on characteristics of each
road, including number of homes, schools, churches, businesses, industries, recreational
facilities, traffic counts, presence of school bus routes, and value as a thoroughfare.
Cameron Briley Road is scheduled for paving in the 2009-2010 Secondary Roads
Construction Program.
Protected Species
NCDOT biologists have reviewed the project limits for the presence of federally listed
threatened and endangered species. There will be no impact to listed species as a result of
this project being constructed.
Impacts to Waters of the United States
This project cannot be completed without impacts to water; of the United States. This
project is located within the Yadkin River Basin (Hydrologic Unit # 03040105) and

stream impacts to an unnamed tributary to an unnamed tributary of Cranes Branch will be
incurred as a result of this project being constructed.
Avoidance/Minimization
The proposed impacts to the jurisdictional areas on this project have been minimized as
much as practical. NCDOT's best management practices for the protection of wetlands
and surface waters will be applied during all phases of project construction in an effort to
eliminate any further impacts.
Summary
The purpose of this letter is to request authorization to construct the proposed project
under Section 401 Water Quality Certificate (WQC) No. GC3704.

SR 1429 (Cameron Briley Road) is an unpaved secondary road in Anson County (1.0 mile long). The majority of the
project area is undeveloped and used for agricultural purposes. There are single family homes located along the south
end of the project.

60-feet (60-feet is used due to our ROW being 60-feet)

The purpose of this project is to improve the safety and service level of SR 1429 (Cameron Briley Road) by paving the
existing gravel road.
3e. Describe the overall project in detail, including the type of equipment to be used:
Prior to beginning road construction, sediment and erosion control measures will be installed according to an approved
plan. Once the erosion control requirements have been met, an 18-inch x 24-foot RCP that is located on an intermittent
stream will be replaced with a new 24-inch x 40-foot RCP. The work area around the pipe will be dewatered, as needed
and the existing pipe will be removed and replaced. The roadway will then be graded, a new stone base will be added
and the roadway will then be paved. Typical construction equipment will be used: Trackhoe, dump trucks, motor grader,
vibratory roller and paving equipment.

The proposed impacts for this project have been limited to those necessary for the pipe replacement and establishing a
stable shoulder slope. Measures will be taken to prevent additional impacts to the stream by adhereing to NCDOTs
Best Management Practices for the Protection of Surface Waters.

Elevations for the current installation have been recorded and recommendations for proper burial have been made in the
attached pipe profile. The stream will be dewatered as needed and erosion control measures will be maintained through
