Town of Yanceyville-Yanceyville WWTP

Dear Mr. Collie:
On May 2, 2018, Jenny Graznak of this office met with Charles Overby and Greg Purcell to perform a
Compliance Evaluation Inspection of the NPDES wastewater discharge from the Yanceyville wastewater
treatment plant. The inspection findings are detailed below and an inspection checklist is attached.
1.Permit •
The current NPDES permit was issued on July 1, 2017 and shall expire on May 31, 2022. A copy of the
complete permit was available for review during the inspection.
2.Self-Monitoring Program
The monthly Discharge Monitoring Reports (DMRs)were reviewed for the period January 2017 through
February 2018 for this inspection. The facility was found to be non-compliant with permit limits for fecal
coliform in January 2018. This violation resulted in a Notice of Deficiency and was addressed through
previous correspondence from this office.Regarding the permit monitoring requirements, it was noted that
all sampling seems to have been performed per the frequencies specified in the permit.
3.Flow Measurement
The plant has a flow meter that is used to report effluent flow on the DMRs. The meter was last calibrated
on April 19,2018 by Carolina Technical Services.Effluent samples are not flow proportional now, but the
operators are planning to switch later this year.
4.Sludge Handling and Disposal
Sludge from the treatment plant is stored in an old lagoon at the site and removed periodically (usually
every 2 to 4 years) and disposed of under the Town's land application permit. It is our understanding that
the Town is planning to install a new aerobic digester and underground storage tank to improve the sludge
handling. The existing lagoon would then be decommissioned.
5.Operations and Maintenance
Inframark took over operations of this facility in January 2018.The new ORC is Charles Overby,who holds
wastewater certification#1005687.Mr. Overby is planning to have Hodnett Septic Cleaning Service pump
out solids from the chlorine contact chamber soon. Last week,they removed solids from the grit chamber
and the wet well. The surface blowers operate on a timer.

6.Facility Site Review
Please see the attached inspection checklist for specific comments on the system components. The
treatment system includes a mechanical bar screen, manual grit chamber, influent pump station, dual
sequencing batch reactors,post flow equalization chamber,effluent flow meter, chlorine contact chamber,
dechlorination tank, and a sludge lagoon.
7.Records/Reports
All required information was readily available for review during the inspection. A comparison of the
February 2018 DMR with the laboratory data revealed that these parameters were accurately transcribed
onto the monitoring report. Meritech picks up the samples and does all analysis except for pH, dissolved
oxygen,and TRC,which are performed on site under field parameter certification#5700.Chains of custody
were also available for review.

8.Effluent/Receiving Waters
The system discharges into Country Line Creek, a class C stream in the Roanoke River Basin. The frail
down to the effluent was very swampy, so the effluent pipe was not observed on the day of the inspection.
The operators visit the pipe once a week to collect downstream samples. This summer, they will visit the
effluent three times a week, according to the permit requirements.
