SECRETARY Mickey Sugg Army Corps of Engineers LeiLani Paugh Natural Enviro Un Privateer Farm Mitigation Site During the field review of the Privateer Farm Mitigation Site in Cumberland and Bladen Counties on February 3, 2009 the IRT expressed concerns that the graded elevation of the old roadbed running the length of the site may impede hydrology across the site or not regain jurisdictional wetland status. The IRT also requested an assessment of vegetation monitoring plots 11, 13, and 14 for volunteer species. On February 25, 2009 NEU staff conducted transects across the graded roadbed. During an agency walk-through it was believed that the graded elevation may impede hydrology across the site. Elevations along twenty (20) transects were recorded and plotted to depict the location of transects and general topography of the site. Multiple elevations were shot along each transect and three points were used in generating the accompanying data table. Elevations that were omitted from the table include points that were taken in ditches and on remnant spoil piles. The survey data illustrates that along eight (8) transects, the road elevation was slightly higher than the elevation of the adjacent wetlands. These differences in elevation ranged from 0.02" to 0.18", with an average of 0.1125" higher. It was also determined that along eight (8) of the transects the roadbed elevation fell between the wetland elevations on either side. The remaining four (4) transects demonstrated the roadbed as having been graded to an elevation below that of the adjacent wetlands. Those differences in elevation ranged from 0.01" to 0.16" lower, with an average of 0.0825" lower. NEU staff also conducted the assessment of the three vegetation monitoring plots on the same day.
