HomeMy WebLinkAbout20081742 Ver 1_Staff Comments_20081230 fi NC Division of Water Quality 401 Oversight and Express Permitting Unit December 30, 2008 Memorandum To: File From: Tammy Hill Subject: Comments on Godwin Bay Mitigation Bank Prospectus (received 11/25/08) DWQ # 20081742 The following are my comments upon review of the above-referenced Prospectus: 1) General Information a) Neuse 03020201 b) Restoration plan: fill agricultural ditches to restore hydrology to drained hydric soils; plant appropriate vegetation 2) Specifics and concerns a) 77 acre easement i) 65.9 acres of wetland restoration ii) 1.5 acres of non-hydric soils iii) additional 9.7 acres of drained hydric soil adjacent to main collector ditch which cannot be filled (hydrologic trespass) - this acreage will not be restored (1) Add another hydrology monitoring transect in the middle of the site to estimate impact of ditch b) Site is a Carolina Bay 4 non-riverine credits c) Site is on a 160 acre farm, has been in agriculture since the 1980's.
