Subject: Comments on Godwin Bay Mitigation Bank Prospectus (received 11/25/08)

The following are my comments upon review of the above-referenced Prospectus:
1) General Information
a) Neuse 03020201
b) Restoration plan: fill agricultural ditches to restore hydrology to drained hydric soils; plant
appropriate vegetation
2) Specifics and concerns
a) 77 acre easement
i) 65.9 acres of wetland restoration
ii) 1.5 acres of non-hydric soils
iii) additional 9.7 acres of drained hydric soil adjacent to main collector ditch which
cannot be filled (hydrologic trespass) - this acreage will not be restored
(1) Add another hydrology monitoring transect in the middle of the site to
estimate impact of ditch
b) Site is a Carolina Bay 4 non-riverine credits
c) Site is on a 160 acre farm, has been in agriculture since the 1980's. Crops will no longer
be grown, but animals will remain on farm adjacent to the restoration area.
i) See pig farm on Figure 7
ii) Add monitoring points immediately adjacent to pig farm to watch water quality
parameters
d) If plan proceeds, verify that planting list is appropriate
e) If plan proceeds, check mitigation ecoregion to verify that it is appropriate to use
credits for all of Neuse-01 (see Figure 2a)
