TV THE WOOTEN COMPANY 301 West 14"' Street Greenville, NC 27834 252.757.1096 Fax 252.757.3221 May 10, 2018 Mr. Monti Hassan Pretreatment Unit NC Division of Water Quality 1617 Mail Service Center Raleigh, North Carolina 27699-1617 RECEIVED/DENR/DWR Re: Headworks Analysis Package Town of Tarboro, North Carolina (NC0020605) Dear Mr. Hassan: MAY 15 2018 Water Resources Permitting Section Enclosed please find one (1) copy of a Headworks Analysis package for the Town. This package includes the following items: 1. Headworks Analysis 2. Allocation Table 3. Headworks Addendum for Sludge Loading 4. Uncontrollable Mass Balance Worksheet 5. WWTP LTMP Data Summary 6. Johnson Controls Data Summary 7. Hillshire Brands Data Summary 8. Mayo Knitting Mill Data Summary 9. 2017 Soils Report (Pertinent Pages) Also, please note the following comments regarding the headworks analysis: 1. The design MAHL is used for BOD, TSS, Ammonia, TN and TP, not the Tarboro WWTP Removal Rates. 2. Mass balance and literature default values were used to determine the MAIL from the MARL. 3. The Primary Removal Rate is based on removal accomplished through the primary clarifiers and trickling filters. HWA Guidance Manual Trickling Filter Literature Values were used for all products. Page 1 of 2 4. The Activated Sludge/Nitrification/Trickling Filter Inhibition Concentration is based on the HWA Guidance concentrations for Nitrification, unless LTMP monitoring data showed higher concentrations than the default literature values for Copper and Zinc. 5. The Anaerobic Digester Inhibition Concentration is based on HWA Guidance Manual concentrations since these values exceed those from the LTMP data. 6. The Headworks Addendum for Sludge Loading shows that neither the annual sludge loading, cumulative sludge loading, nor sludge ceiling concentration limits require the Town to submit a land application and metals management plan. 7. The calculated MAHL and MAIL does not require that any of the IUs be issued modified permits since over -allocation does not occur for any product. 8. Air System Controls has formally changed its name to Johnson Control. A letter from Johnson Controls was submitted during the 2017 IUP Renewal. 9. Glenoit Fabrics has formally requested to be removed as a SUI as they have made the decision to close the Tarboro, NC location. We trust the information is sufficient for your review, however, if you should need any additional information or have any questions, please do not hesitate to contact Michael Allen with the Town of Tarboro at (252) 641.4251 or us at (252) 757.1096.
